We need to output HTML fragment with sections: About the role? Actually we need to use headings for sections like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. We must include only sections that have real specific content. We must not repeat job title as heading. Must not include Job ID etc. Must remove boilerplate. We need to parse the posting: It includes a job summary (description). Then Essential Functions (list). Minimum Qualifications, Preferred Qualifications, Knowledge, Skills, And Abilities, Work Environment, Pay (salary range), Benefits list, Work Arrangement, Travel Requirements, etc. We need to map to headings: About the role (maybe job summary), Responsibilities (Essential Functions), Requirements (Minimum Qualifications?), Qualifications (Preferred Qualifications?), Skills (Knowledge, Skills, And Abilities), Benefits (list), Pay (salary range), Schedule (maybe Work Environment? Actually schedule could be work arrangement? But we have Work Environment and Travel Requirements. Schedule maybe not given. There's no explicit schedule like shift times. So we should not create Schedule section unless posting actually states them. It does not. So omit Schedule. We need to include Pay section because salary range is given. Benefits section: there is a long list of benefits. We need to use

for each section heading. We need to use
  • for any list of duties/requirements/benefits. We need to use

for prose. We must preserve all substantive information, not invent or summarize away detail. Must not include filler like "commensurate with experience" etc. We should keep the exact phrasing? Probably we can keep the content but not add extra. We must remove boilerplate: cookie/navigation/legal/EEO/equal-opportunity/scam-warning, duplicated lines, application instructions. So we need to cut out the EEO statement at end, the drug testing, etc. Also remove "Click here for more information about work arrangements at Amtrak." etc. Also remove "Requisition ID:167238 Work Arrangement:06-Onsite 4/5 Days". Also remove "Relocation Offered:No Travel Requirements:Up to 25%" maybe we keep travel requirements? It's not a heading but could be part of Work Environment or maybe a separate section? Not required headings. We could include travel requirements under Work Environment? But we have no heading for travel. Could include as a

under Work Environment? But Work Environment heading is allowed? The instruction says use headings for sections like About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule. It doesn't forbid other headings? It says "Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." That suggests we should use those headings only; but we could also use other headings? Probably better to stick to those. So we need to map content to those headings. Travel requirements maybe not needed; we could omit as not fitting any heading. But we must preserve ALL substantive information; we cannot drop travel requirements if it's substantive. However maybe we can incorporate travel requirements into Work Environment? But Work Environment is not in the list of allowed headings. The list includes those examples but not exclusive? It says "Use

for section headings (e.g. About the role, Responsibilities, Requirements, Qualifications, Skills, Benefits, Pay, Schedule)." The e.g. implies those are examples; we could also use other headings if needed. But they said "Prefer a few substantive sections over many thin ones." So we could add a Work Environment heading if needed. But they gave examples; not strict. I'd include Work Environment heading as

    Work Environment

to hold that info. Similarly, maybe Travel Requirements could be under Work Environment or separate. But we can incorporate travel requirements into Work Environment paragraph. We must not include duplicated lines. Also remove "You power our progress through your performance..." etc which is motivational fluff maybe considered boilerplate? It's not exactly boilerplate but could be considered generic. Might be okay to keep? It's not a list; it's prose. Might be considered part of About the role? But we already have job summary. Could incorporate as part of About the role? However it's generic motivational; maybe we can drop as it's not specific to the role. The instruction: "Remove cookie/navigation/legal/EEO/equal-opportunity/scam-warning boilerplate, duplicated lines, and application instructions." That motivational paragraph is not those categories; it's more like company culture. Might be okay to keep but could be considered filler. Safer to keep it as part of About the role? But we already have job summary; we could add a paragraph after job summary about company values etc. However the posting already includes values earlier. That is also generic. Might be considered boilerplate? Not exactly. But to be safe, I'd keep the job summary and essential functions, qualifications, skills, work environment, pay, benefits. Omit the fluffy motivational paragraphs and EEO etc. Thus:

    About the role

Job Summary The Program Manager - Testing & Commissioning, is responsible for leading Amtrak’s oversight of all testing, commissioning, acceptance, and operational readiness activities for the new Chicago Maintenance Facility, delivered by a third-party developer under a Public-Private Partnership (P3). Serving as Amtrak’s primary representative for facility startup and turnover, the Program Manager ensures that all systems, infrastructure, equipment, and operational capabilities are delivered in accordance with contractual requirements, safety standards, and performance objectives. This position provides strategic leadership and coordination among the developer, contractors, consultants, and Amtrak stakeholders to plan and execute integrated testing, commissioning, and acceptance activities. The Program Manager is responsible for establishing acceptance criteria, monitoring compliance with P3 obligations, managing risks and deficiencies, overseeing documentation and training requirements, and assuring the facility is ready to support safe and reliable operations. The role works closely with engineering, construction, operations, maintenance, and executive leadership teams to manage the transition from project delivery to operational service. The Program Manager evaluates facility readiness, facilitates milestone approvals, and safeguards Amtrak’s interests throughout the commissioning and turnover process to ensure the successful delivery and long-term performance of this critical maintenance asset.

    Responsibilities

    • Lead Amtrak’s testing, commissioning, acceptance, and operational readiness program for the Chicago Maintenance Facility, ensuring compliance with contractual, safety, operational, and performance requirements.
    • Serve as Amtrak’s primary representative with the P3 developer, contractors, consultants, and internal stakeholders, coordinating all commissioning, turnover, and facility acceptance activities.
    • Develop and manage testing, commissioning, and transition-to-operations plans; oversee integrated system testing; and monitor progress toward key project milestones and acceptance criteria.
    • Direct the identification, tracking, and resolution of commissioning deficiencies, punch-list items, risks, and warranty-related issues to support successful facility startup and long-term operational performance.
    • Lead cross-functional readiness efforts, including stakeholder coordination, training, documentation turnover, and executive reporting, to ensure a safe and seamless transition from construction completion to full facility operations.

    Requirements

Minimum Qualifications Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus, 7 years of prior experience required 9+ years of relevant experience preferred

But we need to separate Minimum and Preferred? Could have Requirements (minimum) and Qualifications (preferred). Let's follow: Requirements = Minimum Qualifications. Qualifications = Preferred Qualifications. Thus:

    Requirements

Bachelor’s Degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree. Plus, 7 years of prior experience required. 9+ years of relevant experience preferred.

    Qualifications

Preferred Qualifications Bachelor’s degree in Engineering, Construction Management, Project Management, Architecture, Transportation, or related field Demonstrated construction experience in a railroad environment Significant experience in construction management of multiple construction projects and / or programs in an active railroad environment. Current PMP certification Strong process improvement skills Familiarity with quality management systems Master’s degree in engineering, construction, or project management

    Skills

Knowledge, Skills, And Abilities Demonstrated knowledge of testing, commissioning, acceptance, and operational readiness processes for large-scale transportation, rail, industrial, or infrastructure facilities. Strong program and project management skills, including planning, scheduling, risk management, stakeholder coordination, and oversight of complex, multi-party capital projects. Ability to interpret and apply engineering, construction, operational, contractual, and regulatory requirements, including those associated with Public-Private Partnership (P3) project delivery. Excellent leadership, communication, negotiation, and problem-solving skills, with the ability to influence decisions and build consensus among diverse stakeholders. Ability to manage facility turnover activities, evaluate operational readiness, resolve deficiencies and risks, and ensure the successful transition of new assets into safe and reliable service.

    Work Environment

Combination of office and field environment. Sit at computer to complete assignments, projects, and majority of tasks. Ability to work under pressure. Regular travel to the project site field office is required. Occasional travel, as needed. Travel Requirements: Up to 25%.

    Pay

The salary/hourly range is $113,200.00 – $146,664.00. Pay is based on several factors including but not limited to education, work experience, certifications, etc. Depending on an employee’s assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee’s base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position.

But note: we must not include filler like "commensurate with experience". The phrase "commensurate with the level of the position" is similar to filler; maybe we should remove that clause? The instruction: "never emit a heading followed by filler/placeholder text (e.g. 'commensurate with experience', 'not specified', 'N/A', 'varies', 'TBD')". So we should avoid that phrase. So we need to edit the Pay paragraph to remove that clause. We can keep the rest: "Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance." Remove "that is commensurate with the level of the position." So adjust. Also we need to ensure we don't include duplicated lines. The Pay paragraph originally had two sentences about geo-pay differential and incentive programs. We'll keep those. Now Benefits: we need a

    Benefits

    with a
    • list. We need to extract the benefits list from the posting: "Health and Wellbeing Financial and Retirement Work and Family Life Support Health, Dental, and Vision Insurance 401K with Employer Match Generous Paid Time Off Wellness Programs Railroad Retirement Benefits Paid Caregiving Days and Backup Care Health Savings Account Public Service Student Loan Forgiveness Fertility and Family Building Benefits No-cost Personal Health Advocate Student Loan Assistance Adoption and Surrogacy Assistance Medical Plan Opt-out Credit Tuition and Education Reimbursement Paid Family Leave Life Insurance Rail Pass Privileges Short- and Long-term Disability Insurance Employee Assistance Program No-cost Financial Advisor Sessions Commuter and Flexible Spending Accounts Learn More About Our Benefits Offerings Here." We need to turn each benefit into a list item. Some are phrases like "Health and Wellbeing" maybe a category; but we can treat each separated by spaces? Better to split by line? The original had line breaks? It appears as a sentence
