Key Responsibilities
- Provide overall leadership and strategic direction for the task order.
- Define program goals, objectives, and key performance indicators (KPIs) in alignment with contract requirements and client needs.
- Serve as the primary point of contact for all contract matters.
- Manage program budget, track expenditures, forecast resource needs, and ensure financial goals are met.
- Prepare and submit accurate and timely financial reports.
- Lead, mentor, and manage a team of 40+ professionals, including subcontractors.
- Carry out performance reviews, manage professional development, and ensure a positive and productive work environment.
- Recruit, staff, and train the Contractor team (including subcontractors) to ensure the accomplishment of all tasks.
- Act as the main liaison between the company and the client.
- Build and maintain strong, positive relationships with key stakeholders.
- Proactively identify and resolve issues, manage expectations, and ensure client satisfaction.
- Oversee the delivery of all program deliverables, ensuring they meet quality standards and are submitted on time.
- Implement and enforce quality assurance processes and procedures.
- Identify, assess, and mitigate program risks.
- Develop and implement risk management plans to ensure program success.
- Prepare and present regular program status reports to both internal leadership and the client.
- Ensure clear, effective, and timely communication across all team members and stakeholders.
- Effectively allocate and manage program resources, including personnel, equipment, and materials, to ensure optimal efficiency and performance.
Qualifications
- Clearance: TS/SCI w/CI Poly
- Education: Bachelors degree in a relevant business or technical field (Business Administration, Engineering, Finance, Management, etc.). A Master's degree is highly desirable.
- Experience:
- Minimum of 10 years of experience in program or project management, with at least 5 years managing a large-scale task order or program of a similar size (40+ personnel) at the National Reconnaissance Office (NRO) or other Govt agency.
- Proven experience managing government contracts, with a strong understanding of federal contracting processes and regulations (e.g., FAR, DFARS).
- Demonstrated experience in a leadership role, successfully directing and integrating multi-disciplinary Front Office teams (Action Officers, Administrative Assistants, Contracts & Finance Professionals, and Security).

- Strong financial acumen and experience with budget management.
- Excellent problem-solving and decision-making abilities.
- Proficiency with project management tools and software (e.g. MS Project, Jira, etc.]).
- Relevant certifications (e.g., PMP, PgMP) are highly preferred.
