About the role

We are seeking a Program Manager Sr, Vendor Management - Covered California to join our team. This role is a vital part of our Procurement & Vendor Management team, focusing on the development, implementation, and ongoing oversight of strategic contracts.

Responsibilities

  • Participates in a mission-driven culture of high-quality performance, with a member focus on customer service, consistency, dignity, and accountability.
  • Assists the team in carrying out department responsibilities and collaborates with others to support short- and long-term goals/priorities for the department.
  • Communicates with both internal and external customers to ensure collaboration on the project or program.
  • Manages changes to project scope impacting schedule and costs, ensuring timely resolution and escalation when necessary.
  • Provides training for staff in certain aspects of the procurement process.
  • Negotiates, organizes, and develops contracts and amendments for high visibility and complex procurement projects, maintaining comprehensive project and procurement documentation.
  • Drafts and edits documents, corrects grammar, and simplifies complex concepts.
  • Prepares regularly scheduled reports regarding the status of programs and assignments.
  • Develops internal processes to evaluate the effectiveness and performance of existing contracts programs and recommends improvements to enhance existing services as identified.
  • Participates in regular review meetings with business owners, leadership, and vendors to ensure compliance with requirements.

Requirements

  • Bachelor's degree PLUS 5 years of experience in program and project management and implementation required.
  • An equivalent combination of education and experience may also be qualifying.

Qualifications

  • Master's degree in business administration or related field preferred.
  • Certification from a national body such as the Institute for Supply Management (ISM), National Institute of Governmental Purchasing (NIGP) or related.
  • Experience in procurement and contract negotiation in a health care industry, with emphasis on public procurement in California.

  • Develops rapport and establishes effective working relationships with CalOptima Health's leadership and staff and external contacts at all levels and with diverse backgrounds.
  • Works independently and exercises sound judgment.
  • Communicates clearly and concisely, both orally and in writing.
  • Manages multiple projects and identifies opportunities for internal and external collaboration.
  • Motivates and leads multi-program teams and external committees/coalitions.
  • Utilizes computer and appropriate software (e.g., Microsoft Office: Word, Outlook, Excel, PowerPoint) and job specific applications/systems to produce correspondence, charts, spreadsheets, and/or other information applicable to the position assignment.

Pay

The pay grade for this role is 313, with a range of $90,820 - $145,312 ($43.66 - $69.8615).

Schedule

This position is approved for Partial Telework. If telework is approved, you are required to work within the State of California only and come in to the Main Office in Orange, CA, at least two (2) days per week minimum.
