Program Manager – Policy and Advocacy

Key Responsibilities

  • Manage and staff the Legal & Advocacy Committee to ensure effective engagement.
  • Conduct policy research and analysis to inform organizational positions and advocacy strategies.
  • Draft policy briefs, position statements, and recommendations in collaboration with leadership and stakeholders.
  • Monitor legislative and regulatory developments relevant to GNHCC’s mission and priorities at the local, regional, state and federal levels.
  • Cook up advocacy campaigns and community mobilization efforts to influence policy change.
  • Prepare reports and presentations on policy initiatives for leadership, board, and external partners.

  • Ability to translate policy research and advocacy strategies into concrete actions.
  • Skilled in setting measurable objectives for advocacy campaigns and tracking outcomes.
  • Uses evidence and analytics to prioritize initiatives and allocate resources effectively.
  • Expertise with interpreting health equity data to inform advocacy positions.
  • Ability to craft persuasive messages and presentations lead to stakeholder buy-in and policy adoption.
  • Ability to manage multiple projects with clear timelines, deliverables, and deadlines effectively.
  • Commitment to equity and inclusion in health care.

Qualifications

  • Bachelor’s degree in Public Policy, Public Health, Health Policy, Political Science or related field (Master’s preferred).
  • 3+ years of experience in policy development, advocacy, or health-related initiatives.
  • Strong understanding of legislative and regulatory processes.
  • Excellent research, writing, and analytical skills.
  • Ability to build relationships with diverse stakeholders and policymakers.

Working Conditions/Physical Demand

  • Variety of community settings including home visits in Essex County;
  • Able to drive a car;
  • Use a laptop, cell phone, other office machines such as fax, copy, and scanner;
  • Able to occasionally lift 20-25 pounds.

Pay

The total compensation range for this position is USD $65,000.00 to USD $110,000.00. When determining an offer, VNA Health Group considers factors such as the scope and responsibilities of the role, the candidate's work experience, education/training, relevant skills, internal pay equity, and market and organizational conditions. The total compensation range reflects the total package, including base salary, overtime, bonuses, add-on incentives, special clinical compensation, retirement plans, and all other benefits.
