About the role
The Program Manager, Payroll and Human Resources serves as the department’s sole practitioner for all day-to-day payroll and HR programs. They serve as the department’s authoritative subject-matter expert for faculty, staff, and students, exercising independent judgment and decision-making authority in managing a bi-weekly payroll for over 500 employees. They ensure compliance with UMD policies and procedures and various federal and state laws, resolve issues, improve operational efficiency, and maintain data integrity.
Responsibilities
- Manage and administer the department’s payroll and HR programs, including appointment, onboarding, and offboarding processes for faculty, staff, and graduate assistants.
- Analyze payroll and HR data, interpret and apply University policy, develop departmental procedures and resources.
- Serve as the primary liaison and departmental representative to central HR, Payroll, Benefits, the Graduate School, and partner units.
- Resolve issues and improve operational efficiency in managing a bi-weekly payroll for over 500 employees.
- Maintain data integrity and ensure compliance with UMD policies and procedures, as well as federal and state laws.
Requirements
- Three (3) years of professional human resources or payroll experience.
- Knowledge of payroll policies and procedures, and federal, state, and other applicable payroll related laws, rules, regulations, and ordinances.
- Knowledge of human resources policies and procedures, and federal, state, and other applicable human resources related laws, rules, regulations, and ordinances.
- Experience in higher education preferred.
- Workday experience preferred.
- UMD experience preferred.
- Knowledge of UMD human resources policies and procedures preferred.
Qualifications
- Bachelor’s degree from an accredited college or university.
- Additional work experience as defined above may be substituted on a year for year basis for up to four (4) years of the required education.
Skills
- Skilled in the use of Microsoft Office and Google Suite products.
- Skilled in oral and written communication.
- Ability to multitask and prioritize assignments.
- Ability to analyze situations and determine the best recourse for response.
- Ability to interpret and apply policies, procedures, regulations, and laws.
