Program Manager II - Southern Tier Prevent Services

This is a full-time (40+ hours) position, primarily on a Monday-Friday day shift schedule, with flexibility for some occasional evening hours required.

Responsibilities

  • Assist in development of program(s) budget and ensure fiscal responsibility.
  • Monitor program utilization and implement action steps to address low utilization as needed.
  • Develop and implement systems of accountability for both individuals and teams.
  • Develop and maintain all required documentation, ensuring team members follow regulatory and agency requirements and guidelines while delivering comprehensive, family-driven, youth-guided, trauma-informed, and culturally competent services.
  • Engage in regular and consistent communication with staff, including supervision, staff meetings, trainings, and feedback sessions regarding program operations, funder or regulatory changes, and agency updates.
  • Take the lead in managing relationships with key external stakeholders.
  • Build and strengthen positive relationships with funders, regulatory, and community partners through proactive and effective communication and engagement.
  • Handle and follow up on internal and external emergency situations, communicating via oral and written reports to appropriate leaders, strategic partners, and funders.
  • Participate in internal and external meetings for collaboration and partnership building.
  • Participate in and facilitate Diversity, Equity, Inclusion, and Belonging (DEIB) efforts and initiatives.
  • Stay current with the trending needs of the community and communicate/advocate to appropriate leaders, community partners, and regulatory bodies.
  • Ensure youth and families are satisfied with the program and respond to concerns as needed.
  • Manage program(s) and the staff that supports them.
  • May manage an agency-wide process.
  • Take the lead in contract or program development as needed.
  • Work closely with executive-level stakeholders to evaluate program goals and objectives.
  • Exercise a high level of autonomy regarding change management to implement solutions for successful program outcomes.
  • Maintain availability to address emerging priorities and ensure continuity of support at all times.

Leadership Duties

  • Leadership: Communicate, support, and link Hillside’s mission, vision, values, goals, and strategies to everyday work. Establish clear, meaningful, challenging, and attainable objectives aligned with organizational goals.
  • Management: Align the right work with the right people; delegate tasks according to strengths and interests. Ensure staff have the skills and resources to succeed. Provide coaching, training, and growth opportunities. Treat staff fairly and consistently. Share accountability when delegating and involve staff in setting performance goals.
  • Governance: Ensure Hillside policies, procedures, and all applicable governmental laws/regulations/guidelines are followed. Make and implement decisions in conjunction with the leadership structure of the given area of responsibility.

Requirements

  • High school diploma or GED required.
  • Associate’s or Bachelor’s degree in Human Services or related field when required by funder(s) of a specific program.
  • Minimum 5 years of relevant experience.
  • Minimum 2 years of leadership experience.
  • Unrestricted, valid NYS driver’s license for a minimum of 1 year with a clean driving record and minimum insurance coverage that meets agency standards.
  • CPR and First Aid training within 60 days of hire.

Skills

  • Demonstrated ability to understand funding mechanisms and regulations.
  • Demonstrated ability to utilize data to drive decision-making.
  • Knowledge of budgeting and fiscal management, including forecasting, budget development, analysis, decision-making, and reporting.
  • Deep professional understanding of the role of human services in a community.

Physical Demands & Work Environment

  • Must be able to work a variable schedule, including evenings and weekends.
  • Daily physical demands include:
    • Sitting (up to 6 hours).
    • Occasional standing (up to 2 hours).
    • Occasional walking (up to 2.5 hours).
    • Driving (several times a week, up to 6 hours).
    • Continuous balancing (up to 8 hours).
    • Occasional balancing, bending, stooping, climbing, kneeling, pushing, pulling, reaching forward or down, reaching overhead, running, and twisting (up to 2.5 hours).
    • Weekly lifting up to 10-15 lbs. on a daily basis.
    • Manual dexterity required, including frequent ability to grasp in both hands and continuous use of fine manipulation skills (approximately 1-2.5 hours).
    • Occasional exposure to dust, fumes, gases, chemicals, or smoke.
  • While Hillside is a restraint-free environment, there may be times in a “life or limb” situation where staff may be required to physically restrain clients weighing between 50 lbs. and 300 lbs. and guide them safely to the floor. Restraints can last up to 15 minutes and may require repetition as necessary.

Pay

$70,000 minimum pay rate, $110,000 maximum pay rate, based on experience.
