Program Manager - Disaster Recovery

Our organization plays a pivotal role in disaster recovery and resiliency programs, including those funded through HUD Community Development Block Grant Disaster Recovery (CDBG-DR), Community Development Block Grant Mitigation (CDBG-MIT), FEMA Individual Assistance (IA), FEMA Public Assistance (PA), FEMA Building Resilient Infrastructure and Communities (BRIC), and initiatives led by the U.S. Army Corps of Engineers (USACE). We are seeking a Program Manager with deep expertise in CDBG-DR funded disaster recovery programs to join our growing Florida team.
Job Responsibilities
- Serve as LEMOINE's primary point of accountability for program performance in the Tampa Bay area, working closely with the client agency, LEMOINE executive leadership, and program partners at all levels.
- Oversee the full program lifecycle from applicant intake through construction completion and federal file closeout, ensuring compliance with HUD CDBG-DR regulations, 2 CFR 200, and all applicable federal, state, and local requirements.
- Manage the day-to-day client relationship, attending key program meetings, monitoring reviews, stakeholder presentations, and governing body sessions as required.
- Direct program budget, production schedule, drawdown documentation, DRGR reporting, and all federal reporting obligations; maintain audit-ready file management standards at all times.
- Cook up all procurement activities, contract administration, and subcontractor management in compliance with Davis-Bacon Act, Section 3, and applicable federal procurement standards.
- Support and advise the client agency in interpreting HUD Action Plans, amendments, and Federal Register guidance, including but not limited to leading the development and refinement of program policies, guidelines, and standard operating procedures to ensure compliant, efficient, and defensible program implementation.
- Build and support a multi-disciplinary program team including Deputy Program Manager, Construction Manager, case management staff, compliance personnel, and administrative support.
- Identify and help mitigate program-level risks; develop corrective action plans and communicate findings to client and LEMOINE leadership.
- Ensure all construction activities are properly scoped, estimated, inspected, and documented in compliance with CDBG-DR program requirements; review Xactimate-based cost estimates for accuracy and program eligibility.
- Champion internal quality assurance and quality control across all program functional areas; maintain continuous readiness for HUD monitoring visits, desk reviews, and OIG audits.
- Build strong working relationships with client agency staff, grantee leadership, state program offices, local government partners, and community stakeholders across Hillsborough, Pinellas, and Florida.
- Support LEMOINE business development through delivery excellence and awareness of emerging program opportunities across Florida.
- Adhere to and promote LEMOINE's LIFE Safe Work Practices across all program activities.
- Willingness and ability to travel within the Tampa Bay area and across Florida as program needs require.
Qualifications
- Bachelor's Degree from an accredited university in Public Administration, Construction Management, Engineering, or related field; or equivalent work experience.
- 10+ years of professional experience managing federally funded disaster recovery programs, with a strong focus on HUD CDBG-DR housing and/or infrastructure programs.
- Direct experience managing or overseeing residential or commercial construction activities within a CDBG-DR program context.
- Working knowledge of Xactimate for cost estimate review and construction scope validation.
- Expert knowledge of HUD CDBG-DR regulations, 2 CFR 200, Davis-Bacon Act, Section 3, NEPA environmental review, and DRGR reporting requirements.
- Demonstrated experience managing client relationships with state or local government agencies in a federally funded program environment.
- Strong skills in program budget management, financial reporting, and federal grant compliance documentation.
- Excellent written and oral communication skills; ability to present complex program status to executive, elected, and regulatory audiences.
- Demonstrates the ability to focus and operate effectively in a disruptive environment, prioritizing competing demands at a level consistent with executive management.
- Willingness and ability to travel within the Tampa Bay area and across Florida as program needs require.
