Program Manager – Construction Management Services (CMS)
Job Description
Parsons is seeking a highly qualified Program Manager to lead Construction Management Services (CMS) in support of a major U.S. Army Corps of Engineers (USACE) program. The Program Manager will be responsible for the overall management, coordination, and execution of CMS task orders under an Indefinite Delivery/Indefinite Quantity (IDIQ), Multiple Award Task Order Contract (MATOC), ensuring compliance with all contract requirements, Federal regulations, and USACE standards.
What You’ll Be Doing
- Program Leadership: Provide overall management and leadership for all CMS activities, ensuring compliance with USACE, Federal, and contract-specific requirements.
- Staffing & Coordination: Oversee recruiting, staffing, and coordination of CMS personnel to meet all experience, performance, and responsibility requirements for each task order. Lead bi-weekly meetings as requested by the Contracting Officer and track payment invoices for all task orders, providing monthly reports on contract totals and remaining capacity.
- Quality Assurance: Ensure the implementation of Quality Assurance (QA) procedures in accordance with the Government Project Specific Quality Assurance Plan (PSQAP), ER 1180-1-6, and other applicable regulations.
- Contract Administration: Support the Contracting Officer’s Representative (COR) in contract administration, including review of submittals, progress schedules, safety plans, and contract modifications.
- Reporting & Documentation: Oversee the preparation and submission of required documentation and reports, including daily QA reports, pre-construction plan reviews, and correspondence for COR signature, using MS Word/Excel, USACE RMS, and other approved formats.
- Risk Management: Identify program risks and develop mitigation strategies, including those related to schedule, cost, safety, and quality.
- Stakeholder Engagement: Serve as the primary point of contact for coordination with Government personnel, subcontractors, and other stakeholders.
- Compliance: Ensure all personnel meet required training (e.g., USACE Construction Quality Management for Contractors, safety, and ethics), security clearance, and background check requirements.
- Veterans Employment: Promote the training and employment of U.S. veterans in accordance with USACE guidance.
Required Skills
- Bachelor’s degree in Engineering, Construction Management, or related field.
- A current/active Secret Clearance or above.
- Must be able to travel up to 50% of the time.
- 15+ years with a minimum of 5 years of experience in program management for construction management services, with at least 10 years preferred for senior-level consideration.
- Experience must include oversight of large, complex construction programs, preferably for Federal or military clients.
- Demonstrated ability to manage multi-disciplinary teams and multiple concurrent task orders.
- Strong knowledge of Federal Acquisition Regulations (FAR), USACE practices, and applicable codes/standards.
- Excellent written and oral communication skills.
- Proficiency in project management tools and USACE RMS.
- Ability to obtain and maintain additional security clearances as required by specific task orders.
- Commitment to maintaining a safety-minded management team and culture.
- Completion of USACE Construction Quality Management for Contractors course (within last 5 years).
- Minimum 10 hours of recent safety training (within last 2 years).
Desired Skills
- Active TS/SCI clearance.
- Professional Registration as PE or RACertification as PMP and/or CCM.
- Experience managing large programs using Progressive Design Build, CM at Risk, or other early contractor involvement.
Salary Range
$148,300.00 - $266,900.00
