Summary and Range of Authority

Under the supervision of the Vice President and/or the Assistant Vice President, the Program Manager is responsible for managing the overall operation of the program including staff management, integrity of the services, administrative oversight, contract compliance, quality assurance, meeting program objectives and other responsibilities.

Essential Duties and Responsibilities

  • Manage overall program operations, including administrative management, quality assurance, implementation of policies and procedures, and contract compliance.
  • Effectively lead an interdisciplinary team, including regular supervision of all direct reports, facilitating weekly staff and treatment team meetings, ASAM evaluations, case conference and problem-solving consultations.
  • Oversee all recruitment, interviewing, training and performance (including productivity and certification status) of all program staff and interns.
  • Ensures fiscal sustainability of the program through effective oversight of expenditures, alignment with the statement of work, staff productivity, and fidelity to service delivery standards.
  • Maintain high quality of client care, trauma informed practices, curriculum adherence and evidenced based practices throughout the program.
  • Function as key contact person for receiving client referrals and progress inquiries from designated third-party referral sources and responding to them in a timely manner.
  • Serve as representative of the program and UPAC within the community, including attending virtual and in-person meetings.
  • Ensure accurate data collection, documentation of services, charting and record keeping are aligned with standards of care and with federal, state and county regulations.
  • Cook up, oversee and conduct outreach activities for community awareness and referrals to the program.
  • Oversee ongoing quality management activities to ensure program integrity, ensure preparation of program for audits and implementing any post-audit corrective actions and findings as needed.
  • Work with and monitor subcontractors, such as other providers, including Medical Director and Nurse Practitioners, if applicable to the program.
  • Compile data and prepare various reports as required by various entities in timely manner.
  • Other duties and responsibilities as assigned.

Required Education, Certifications/Licenses and Language/Cultural Skills

  • Must be Licensed Clinical Psychologist (LCP), Licensed Clinical Social Worker (LCSW), Licensed Professional Clinical Counselor (LPCC), and Licensed Marriage and Family Therapist (LMFT). OR
  • Must be registered with the Board of Behavioral Sciences (e.g. Associate Marriage and Family Therapist [AMFT], Associate Professional Clinical Counselor [APCC] or Associate Clinical Social Worker [ACSW]) OR registered as a Psychological Associate with California Board of Psychology and have three years’ experience in supervisory responsibilities in behavioral health field.

Minimum Experience and Qualifications Required

  • Must have successful completion & maintenance of the San Diego County credentialing.
  • Excellent leadership and interpersonal skills and ability to work well in a multicultural environment, including tact, diplomacy, patience, and professionalism in dealing with program staff, county staff, community providers and clients from a variety of backgrounds, co-occurring issues, substance use and mental health diagnoses.
  • Excellent organizational and time management skills, such as attention to detail, prioritizing, ability to manage multiple tasks and projects simultaneously and successfully see tasks through.
  • Ability to maintain strict confidentiality regarding sensitive or proprietary information or materials, abide by confidentiality laws/HIPPA.
  • Proficiency in Microsoft Office Suite.
  • Excellent written and verbal communication skills.
  • Must have flexibility to work some evening and weekend hours as program needs.
  • Must be drug tested prior to hire and drug test results shall be negative for illegal drug use, including marijuana.
  • Must have TB clearance at hire followed by annual clearance.
  • Must have certified First Aid and CPR training (including infant CPR) and biennial.
  • Will not be debarred or excluded from participation in Federal programs by the General Services Administration and/or the Department of Health and Human Services of the Inspector General.
  • Must pass background check (Live Scan Fingerprint).
  • Must be able to drive (when needed) for business purposes to other program locations in San Diego County. If employee drives his/her personal automobile for UPAC business, employee must have valid California driver’s license and comprehensive automobile insurance coverage, as required by law.

Additional Preferred Education or Qualifications

  • Bilingual or bicultural in a County of San Diego threshold language.
  • Knowledge and experience of Smartcare and/or Welligent data systems.
  • Eligible to be a clinical supervisor for associate level therapists.
  • 4 years of direct clinical service experience in County of San Diego contracted program.

Physical Demands and Work Environment

Spend approximately 70% of work time sitting and meeting with others or working at a desk and/or computer. Spend approximately 30% of work time standing or walking within the work area or outside the office at meetings and events, also bends, twists, stoops and reaches. Ability to communicate in writing and verbally. Regularly required to sit and talk or hear. Frequently is required to use hands to touch, handle or feel and reach with hands and arms. Occasionally lifts and/or moves up to 25 pounds. Working conditions are normal for an office environment and event venues. The noise level is usually moderate.
