Program Manager
About the role
This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Facilities and Asset Management (OFAM), Operational Support Facilities Division (OSF), Border Patrol & Air and Marine (BPAM) Program Management Office (PMO).
Responsibilities
Setting, directing, and establishing policies for BPAM PMO programs and operations, ensuring compliance with CBP and DHS requirements.
Overseeing the execution of services, ensuring proper allocation, funding, and strategic placement of resources to achieve mission objectives efficiently and effectively.
Developing, negotiating, and validating budget requirements, as well as ensuring manpower and resource needs are met across an organization.
Advising senior and executive leadership on relevant matters, including plans, initiatives, issues, future developments, and policies impacting program outcomes.
Ensuring programs and processes are governed by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with regulations.

There is a residency requirement for all applicants not currently employed by CBP. Individuals are required to have physically resided in the United States or its protectorates for at least three of the last five years.
Qualifications
Experience: You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

Overseeing the execution of services, ensuring proper allocation, funding, and strategic placement of resources to achieve mission objectives efficiently and effectively.

Benefits
The position starts at a salary of $172,476.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10).
Salary listed reflects the rest of U.S. scale and, if applicable, will be adjusted to meet the locality pay or cost of living expenses of the duty location upon selection.
