About the role
This position is with the Department of Homeland Security (DHS), within U.S. Customs and Border Protection (CBP), Office of Facilities and Asset Management (OFAM), Operational Support Facilities Division (OSF), Border Patrol & Air and Marine (BPAM) Program Management Office (PMO).
Responsibilities
- Setting, directing, and establishing policies for BPAM PMO programs and operations, ensuring compliance with CBP and DHS requirements.
- Developing and implementing new policies and procedures to address emerging operational needs and strategic objectives.
- Overseeing the execution of services, ensuring proper allocation, funding, and strategic placement of resources to achieve mission objectives efficiently and effectively.
- Leading the BPAM PMO in executing services, ensuring resources are properly allocated, funded, and strategically placed to achieve the BPAM PMO mission efficiently and effectively.
- Overseeing the development of the BPAM PMO strategic plan and vision, to ensure alignment with the strategic plans and goals of OSF, OFAM, and CBP.
- Exercising the full range of delegated personnel management authorities, to include approving selections for subordinate positions, maintaining effective management-employee relations, and recognizing employee performance.

Qualifications
- You qualify for the GS-15 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: setting, directing, and establishing policies for programs and operations, including developing and implementing new policies and procedures to address emerging operational needs and strategic objectives, ensuring compliance with agency and departmental requirements.
- Overseeing the execution of services, ensuring proper allocation, funding, and strategic placement of resources to achieve mission objectives efficiently and effectively.
- Developing, negotiating, and validating budget requirements, as well as ensuring manpower and resource needs are met across an organization.
- Advising senior and executive leadership on relevant matters, including plans, initiatives, issues, future developments, and policies impacting program outcomes.
- Ensuring programs and processes are governed by internal controls and that appropriate precautions are taken to prevent fraud, waste, and misuse of resources in accordance with regulations.
Pay
The starting salary for this position is $172,476.00 (GS-15, Step 1) to $197,200.00 (GS-15, Step 10).
