Position Summary

The position is located in Sells, AZ. Under general supervision, the incumbent manages the planning, organizing, and supervising of all functions required to develop, implement, and operate an assigned program. The work is reviewed upon completion, with occasional spot checks while in process, to ensure accuracy, timeliness, and conformance to established standards.

Responsibilities

  • Develops program goals, objectives, and policies in accordance with a strategic plan and applicable laws, regulations, ordinances, and regulatory agencies.

  • Oversees and participates in the day-to-day operation of the program.

  • Implements the program's strategic planning components related to the department, including developing, researching, coordinating, and implementing strategies relating to the function of the program and other areas as developed and/or assigned.

  • Develops the strategic plan with other programs connected to or impacted by the program as assigned.

  • Achieves financial objectives by preparing and administering budgets; presenting and recommending budgets for Legislative approval.

  • Captures and coordinates the development of grant proposals to meet identified priorities.

  • Makes program services accessible in all areas of the Tohono O'odham Nation (Nation) and to all members of the Nation.

  • Increases management's effectiveness by recruiting, selecting, orienting, training, coaching, counseling, and disciplining managers; communicating values, strategies, and objectives; assigning accountabilities; planning, monitoring, and appraising job results; developing a climate for offering information and opinions; integrating functional objectives; providing and participating in educational opportunities.

  • Organizes events and conducts outreach and marketing activities to raise awareness within the Nation.

Knowledge, Skills, And Abilities

  • Knowledge of the Tohono O'odham culture, customs, and traditions.

  • Knowledge of the economic, educational, health, and social problems of Native Americans.

  • Knowledge of applicable federal, state, tribal laws, regulations, and requirements.

  • Knowledge of budget preparation and grant/proposal writing and administration.

  • Knowledge of tribal, federal, and state accounting, purchasing, auditing, and human resources policies and procedures.

  • Knowledge of effective principles and practices of management and supervision.

  • Knowledge of statistical compilation and analysis.

  • Skills in preparing, reviewing, and analyzing operational and financial reports.

  • Skills in budget preparation and administration; grant/proposal writing and administration.

  • Skills in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.

  • Skills in supervising, training, and evaluating assigned staff.

  • Skills in operating various word-processing, spreadsheets, and database software programs.

  • Skills in providing superior customer service to external and internal customers.

  • Ability to communicate efficiently and effectively both verbally and in writing.

  • Ability to work extended hours and various work schedules.

  • Ability to travel long distances throughout the Tohono O'odham Nation.

  • Ability to demonstrate a high level of sensitivity to community issues and concerns.

  • Ability to interpret applicable federal, state, county, and local laws, regulations, and requirements.

  • Ability to prepare research reports, position papers, and tribal and grant reports.

  • Ability to facilitate meetings, conferences, and training for staff and others.

  • Ability to establish and maintain positive and effective working relationships with other employees and the general public.

  • Ability to maintain privileged confidential information.

Minimum Qualifications

  • Bachelor's Degree in Business or Public Administration and three years of management experience in program and/or grant administration, or an equivalent combination of training, education, and work experience, which demonstrates the ability to perform the duties of this position.

  • Two years of supervisory experience.

Licenses, Certifications, Special Requirements

  • Upon recommendation for hire, a criminal background check is required to determine suitability for hire, including a 39-month Motor Vehicle Record.

  • If required, must meet the Tohono O'odham Nation tribal employer's insurance requirements to receive a driver's permit to operate program vehicles.
