Program Manager
About the role
The Program Manager (PM) is responsible for the successful cost, schedule, and performance of the contract. They serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), and the Government Program Manager. The PM directly contributes to program efforts in areas such as cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities. They ensure proper performance of tasks necessary to effectively execute the contract.
Responsibilities
- Serve as the main point of contact for the Contracting Officer (CO), the Contracting Officer's Representative (COR), and the Government Program Manager.
- Directly contribute to program efforts in areas such as cost management, schedule estimation and tracking, contract performance management, risk management, requirements analysis, and quality assurance activities.
- Ensure proper performance of tasks necessary to effectively execute the contract.
- Utilize expert communication skills to direct the skilled technical resources and report on the technical progress, issues, and problem areas.
- Write and review technical documents.
Requirements
- Program management with responsibility for cost, schedule, and performance.
- Effective communication skills for stakeholder engagement and technical reporting.
- Program and team leadership with resource allocation and personnel management.
- Knowledge of regulatory and contractual compliance (FAR/DFARS, acquisition policies, QFRs).
- Financial management including budgeting, cost tracking, and earned value reporting.
- Risk identification, assessment, and mitigation planning.
- Business development skills to grow business with existing customers and expand to new customers.
- Understanding of the Contractor Performance Assessment Reporting System (CPARS) process and how PM actions directly influence past performance ratings.
- Familiarity with Defense Contract Audit Agency (DCAA) requirements for timekeeping, labor charging, indirect rate structures, and incurred cost submissions.
- Demonstrated ability to recruit and retain TS/SCI-poly-cleared personnel in a competitive market, including creative retention strategies.
- Experience with PM tools such as Microsoft Project, Jira, Confluence, or similar tools for schedule management, and with EVM-capable tools like Deltek Cobra, wInsight, or MPM.
- Master's degree in a relevant field (MBA, MS in Systems Engineering or Program/Project Management, etc.).
Skills
- PMP, FAC-PIPM Mid-Level, or DAWIA Level 2 certification in Program Management.
- 1 year of demonstrated experience in the management and control of funds and resources using complex reporting mechanisms such as EVM.
