About the role

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DOD Cyber Defense Command (DCDC).

Responsibilities

  • Help Serves as a principal advisor on acquisition, programmatic, and budgeting matters, ensuring program success and alignment with critical agency priorities.
  • Manages all programmatic activities for assigned programs, including planning, scheduling, requirements, design, development, deployment, and sustainment.
  • Led and coordinates with diverse stakeholders to ensure program commitments are met, resolves conflicts, analyzes deviations, and develops effective solutions.
  • Conducts comprehensive program reviews, analyzes progress against established milestones, identifies slippage, and determines corrective actions required.
  • Drives continuous process improvement by analyzing organizational processes, using benchmarking to develop improvement goals, objectives, and strategies.

Requirements

  • Conditions of employment:
    • Must be a U.S. Citizen.
    • Males born after 12-31-59 must be registered or exempt from Selective Service.
    • The position requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
    • The position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
    • Drug Testing: Top Secret/SCI security clearance required. The incumbent is required to submit a Financial Disclosure Statement annually.

Qualifications

  • To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position.
  • Experience performing duties such as providing program management for the lifecycle of information technology programs; or leading teams and stakeholders to achieve program objectives; or conducting program analysis to ensure alignment with cost, schedule, and performance goals.
  • Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations.

  • This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee, you will be placed on an Excepted appointment. This appointment does not confer eligibility to be non-competitively converted to an appointment in the competitive service. A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
  • The person selected for this position must complete an OGE Form 450, Confidential Financial Disclosure Report within 30 days of appointment pursuant to 5 CFR 2634.903(b) (DoD 5500.7).
