Job Description and Duties
Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.
This position is located in Sacramento, CA.
Under the general direction of the Section Chief (Supervisor II) of the Federal Disaster Recovery Branch of the Division of Federal Financial Assistance (DFFA), the Supervisor I is responsible for the day-to-day complex activities associated with all phases of administering and implementing the federally-funded Community Development Block Grant – Disaster Recovery (CDBG-DR) and Community Development Block Grant – Mitigation (CDBG-MIT) programs. In particular, the Program Manager will work with local grantee programs and projects related to community recovery, such as housing, infrastructure, economic development, planning and/or social services. The Program Manager oversees a group of professional technical staff, consultant staff, and contractors for the design and implementation of the CDBG-DR and CDBG-MIT programs, including the development of program policies and procedures detailing the use and requirements of federal funding, application review, funding recommendations, fund disbursement, reporting, and monitoring, and will be expected to have strong writing, organizational, and verbal skills.
Qualifications
- Experience managing programs, projects with deadlines, and/or staff, including setting expectations, monitoring performance, and ensuring accurate and timely deliverables.
- Strong project management skills, including organizing complex workloads, meeting deadlines, coordinating multiple tasks, and tracking progress.
- Knowledge and experience administering federal or state grant programs, particularly HUD’s Community Development Block Grant (CDBG), or similar funding programs.
- Experience with community development projects such as disaster recovery, mitigation, emergency response, planning, infrastructure, or housing.
- Experience with writing, interpreting, and implementing program documents, including policies, procedures, reports, and other complex documents.
- Proficiency with common software applications such as Word, Excel, Outlook, and PDF tools, along with experience using data management, file management, or enterprise systems.
- Experience collaborating with internal and external stakeholders, facilitating meetings, and supporting customer service or community engagement efforts.
