Essential Responsibilities
- The PM shall be responsible for all aspects of the deployment and management of contractor support personnel.
- Fully coordinate and collaborate on all tasks, activities, requirements, and issues as they Pertains to the support of the customer.
- Identify issues and adapt program plans according to the customer’s feedback on the program.
- Develop plans and schedules, and define and document the implementation of requirements.
- Use established program management procedures to monitor cost, schedule, and Performance: assess variances of the plan and take necessary corrective action.
- Review and clarify the customer’s contract requirements and needs as they are dispensed from the customer’s requirements management tool and propose cleared, qualified personnel to expeditiously fulfill the requirements.
- Identify potential downstream issues that may negatively affect meeting customers’ requirements and provide recommendations to mitigate those negative impacts.
- Manage the customers' expectations with proactive, consistent, and transparent communication.
- The PM shall have full authority to act on behalf of the Contractor and execute unilateral decision-making on all contract matters relating to the daily operation of this contract.
- Ensuring continuity of support during Contractor personnel changes and approving of TO staffing alignments/allocations.
- Interfacing with the CO, COTR, and Government leadership.
- Overseeing the execution of the contract Transition Plan.
- Overseeing the management and implementation of the PMP.
- Serving as the primary point(s) of contact for formal discussions with the Sponsor, including frequent customer interaction with the intent to sustain and improve customer satisfaction.
- Reviewing business systems administration, resources, procedures, and methods to improve operational effectiveness, utility, and efficiency.
- Overseeing the Contractor’s Environmental, Health, and Safety functions, ensuring that all safe work practices are being followed.
- Monitoring cost control, financial reports, budgeting, and overall operating costs.
- Overseeing the coordination of work priorities and monitoring of methods, procedures, and programs.
- Improving cost-effectiveness and efficiency.
- Overseeing the monitoring and inspection of maintenance, repair, and service operations for quality control and contract compliance.
- Ensure that management and contract reports are accurate before submission.
Minimum Position Knowledge, Skills, and Abilities Required
- A bachelor’s degree from an accredited university in business management of engineering and ten (10) years of experience in management-level positions in OCONUS and high-tempo environments, or;
- A bachelor’s degree in another field and a total of ten (10) years of experience in management-level positions in OCONUS and high-tempo environments, and at least six (6) years of experience in the field of engineering or business.
- Years of experience in engineering and business can be concurrent, or;
- A high school, vocational school, or trades school diploma or equivalent and a minimum of fifteen (15) years of experience in management-level positions in OCONUS and high-tempo environments, and at least six (6) years of experience in the field of engineering or business.
- Years of experience in engineering and business can be concurrent
- Current and active Project Management Professional Certification or equivalent
- Personnel management experience with excellent oral and written communication skills.
- Experience working with the IC or DoD.
- Possess an active TS security clearance at the start of the contract.
