Position Overview
The Program Manager (Contract Manager) supports Tinker Air Force Base with the BOSS contract, managing engineering, maintenance, operations, and quality management programs.
Primary Duties and Responsibilities
- Serve as the single point of contact (POC) for the Base Operations Support Services (BOSS) contract.
- Ensure work performed under the PWS meets all requirements and responsibilities.
- Establish and sustain an ongoing performance-based organization applying best practices and continuous process improvement.
- Operate and maintain customer facilities cost-effectively, efficiently, and in first-class condition.
- Direct and monitor BOSS staff, resolve problems/conflicts, and maintain open communication with staff, the customer, vendors, and other stakeholders.
- Procure all materials used for contract repairs, maintenance, and operations.
- Ensure accuracy, completeness, and timely delivery of documentation and deliverables.
- Track, analyze, and trend project costs, oversee planning, budgeting, and financial processes.
- Absolutely ensure compliance with training and certification requirements.
- Act as the primary point of contact between the company and the Government for all contract performance matters.
- Accomplish contract objectives, plan, budget, oversee, and document all aspects of each specific contract section.
- Work closely with management to ensure contract scope and direction is on schedule and in compliance with requirements.
- Be accountable for and respond to non-conformance reports and legal compliance of contracting activities, including relationships with subcontractors and suppliers.
- Accountable for P&L of the project, safety and health of contracted and subcontracted personnel, and customer employees and visitors affected by contract activities.
- Accountable for environmental conservation and performance directly or indirectly related to contract activities.
- Provide guidance and direction to finance, accounting, human resources, labor relations, training, security, safety, and environmental departments.
- Perform other duties inherent to the position.
Required Qualifications and Experience
- Bachelor’s degree or higher in Architecture or Engineering.
- One of the following certifications: Professional Engineer (PE), Registered Architect (RA), Project Management Professional (PMP) from PMI, or Certified Facility Manager (CFM) from IFMA.
- At least ten (10) years in facilities management, including at least seven (7) years in increasingly complex industrial supervisory positions with a combination of technical, managerial, and financial expertise.
- Experience performing Base Civil Engineering or Public Works duties, including unionized employees.
- Previous corporate, DoD, and/or regional maintenance roles leading 200 or more employees.
- Knowledge in DoD facilities management, including wastewater, boilers, and HVAC systems.
- Experience with General Fund Enterprise Business Systems (GFEBS) software.
- Experience with RS Means cost estimating software is desired.
- Proven ability to manage and coordinate activities of staff engaged in planning and scheduling of maintenance and repair work.
- Experience in a military environment, U.S. Air Force preferred.
- Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
- Strong communication, briefing, and writing skills.
- Outstanding teambuilding skills.
- Secret Clearance Required.
- Must be a US Citizen.
Pay
Salary range: $160,000 to $200,000 per year; relocation assistance is an option for this opportunity.
