About the role
DirectViz Solutions (DVS) seeks a Program Financial Analyst to provide financial management, reporting, and funding-compliance support to the NSWCDD Cyber Security Engineering Support Services program. The analyst owns the day-to-day cost and funding picture for the program—maintaining the ETC/EAC forecast model, producing monthly financial reporting, reconciling multiple funding lines, and managing event-triggered contractual notices and deliverables.
Responsibilities
- Forecasting & Reporting
- Maintain and update the program's Estimate-to-Complete (ETC) and Estimate-at-Completion (EAC) forecast model on a monthly cycle.
- Analyze burn rate against the level-of-effort plan and flag variances to the Program Manager.
- Prepare monthly program financial reports, tying each line to a named contract deliverable.
- Produce and reconcile eCRAFT and WAWF submissions; build and maintain reusable templates.
- Develop Rough Order of Magnitude estimates for Labor / ODC requirements in support of planning and budget discussions.
- Funding Management & Compliance
- Maintain the program funding tracker across multiple funding lines; perform multi-fund reconciliation.
- Monitor funding thresholds and prepare event-triggered notices, including Limitation of Cost / Limitation of Funds notices and acceleration notices.
- Prepare the post-performance financial report and other contractual financial deliverables.
- Provide ad-hoc variance analytics and financial support to the PMO.
- Support audits, true-ups, and reconciliation of planning estimates against actual timesheet data.
- Purchase Request development for Subcontractor Labor and ODC's, ensure Subcontractor and ODC pass-through compliance.
Requirements
- Bachelor's degree in Finance, Accounting, Business, or a related field.
- 2+ years of program / project financial analysis experience on U.S. Government contracts.
- CPFF / cost-reimbursable, level-of-effort contract financial management experience.
- Demonstrated ETC/EAC forecasting and burn-rate analysis skills.
- Working knowledge of Limitation of Cost / Funds clauses and funding-threshold monitoring.
- Advanced Excel (financial modeling, multi-fund reconciliation).
Preferred Qualifications
- Experience supporting Navy / NAVSEA programs on Seaport-E.
- Experience with eCRAFT and WAWF (or equivalent DoD invoicing / reporting systems).
- Familiarity with DCAA-compliant accounting environments.
- Earned Value Management (EVM) or program-control exposure.
