Program Director III
Initial compensation for this position ranges from $106,263 - $130,690 per year, depending on experience, location, and internal equity considerations. Possible additional compensation includes bilingual differentials: up to 7.5% for qualifying direct-service roles or up to $80.00/month flat fee for qualifying non-direct service roles.

About the Role
The Program Director III has direct oversight of clinical and/or hybrid program(s) with an annual budget of approximately $5 million or above, managing over 40 staff members directly or indirectly. This role oversees day-to-day program facility management and is responsible for training, implementation, and project management of organization-wide initiatives. The Program Director identifies strategies to enhance behavioral health service delivery while managing program operations in accordance with Pacific Clinics' contracts, policies, and objectives.
Responsibilities
- Manages programmatic, operational, and financial aspects of assigned program(s).
- Serves as liaison for program facilities with the Facilities Department.
- Ensures provision of clinical and administrative mental health services, adhering to best practices, quality assurance, ethical guidelines, and compliance with contracted legal entities and regulatory bodies.
- Oversees treatment services, including assessment of new referrals and 24-hour crisis back-up services.
- Ensures culturally diverse, quality services to assist clients in reaching their highest level of functioning through:
- Best and evidence-based practices approved by the Pacific Clinics Training Institute or Executive Management.
- Consumer and family-centered approaches.
- Assessment, diagnosis, and treatment or linkage to healthcare for co-occurring disorders, housing, and/or employment.
- Support, education, and insight groups for individuals and families.
- Provides leadership for workforce training, deployment, and optimization.
- Offers individual and group clinical supervision to unlicensed clinical staff in adherence with the Board of Behavioral Sciences (BBS).
- Conducts supervision and training sessions, and provides consultation in coordinated care/disposition meetings.
- Ensures regular convening of consumer and advisory member councils.
- Reviews and audits clinical documentation monthly to assure quality and continuity of care.
- Follows up on Quality Insurance and Compliance Audit Reports outlining required corrections.
- Collaborates with the Clinical Intern Training Program by accepting and placing interns.
- Maintains active membership on at least 2 agency-wide subcommittees.
- Monitors staffing levels, program performance, vacancies, and leaves of absence to ensure appropriate coverage.
- Ensures staffing ratios meet contract compliance.
- Recruits, selects, hires, trains, and evaluates personnel, ensuring timely submission of performance appraisals and HR-related documentation.
- Proactively recruits multidisciplinary and culturally diverse staff reflective of the community served.
- Submits annual staff development plans identifying potential leaders within the program.
- Approves employee timesheets and HR-related documentation accurately and timely.
- Models Pacific Clinics' mission, core values, and approach in all communication.
- Communicates effectively in a culturally competent manner with diverse populations.
- Performs other duties as assigned.
Requirements
- Master’s degree (MA/MS, MPA, MSW, MPH, or equivalent) in public health, behavioral health, healthcare administration, or a related field.
- Active, current license as an LCSW, LMFT, LPCC, or Psychologist registered with the CA Board of Behavioral Sciences.
- Five or more years of relevant experience, or an equivalent combination of education and experience (two years of relevant experience equals one year of education), including:
- Five years of experience in senior-level program leadership, strategy, or operations within healthcare, behavioral health, or social services.
- At least three years of experience supervising managers, cross-functional teams, or multi-site programs.

Driving may be required. Position may have unsupervised contact with children and requires a full background check and TB exam.
