About the role

The Program Director is responsible for using sound professional judgment and best practices to supervise staff to ensure quality services are provided to clients and the programs are in compliance with all policies, procedures and contract requirements.

Responsibilities

  • Develop and implement program components and resources that result in the growth and enhancement of the CYD program.
  • Conduct outreach to educate the public on the CYD program and create MOUs with other youth-servicing agencies in the CYD zip codes.
  • Lead the assigned team by providing consultation and staff meetings on a regular basis to review and evaluate each youth in the program and to ensure staff needs are being met.
  • Ensure contract compliance by monitoring youth services to see that all contract deliverables are met and that best practices are utilized to provide quality services to youth.
  • Act as liaison with program contract managers to initiate phone calls, participate in monthly meetings, and provide required reporting as required by the contract.
  • Monitor and maintain an internal procedure manual for the programs that includes written processes, contract-specific requirements, and agency policy and procedures.
  • Guide, lead, develop, and mentor all direct reporting staff and interns to promote optimal performance through regular communication and evaluations.
  • Implement BCFS HHS safety protocols.
  • Maintain confidentiality in all areas of the service population and program operations.
  • Maintain BCFS HHS professional and ethical standards of conduct including demonstrating respect for agency staff, the service population, and community members and complying with required dress code at all times.
  • Work evenings, weekends and holidays as needed or requested by position supervisor.
  • Compile, prepare, submit, and maintain accurate records, files, forms, statistics, and additional information in accordance with CYD policies and procedures.
  • Ensure monthly, quarterly, and annual contract deliverables are met.
  • Ensure youth are seen as required by the contract agreement and that client files are maintained according to all BCFS HHS and contract standards.
  • Track program outcomes and achieve program goals.
  • Submit monthly and quarterly reports to the Regional Director.
  • Develop training partnerships between local businesses and local training providers to train clients to be productive employees of the partnering businesses.
  • Ensure all documentation is entered in a timely manner and per contract requirements, and that all documentation captures the services provided to the client.
  • Meet all deadlines required by Regional Director and Finance.
  • Provide oversight of the budget for the CYD program including reviewing monthly general ledgers, billing spreadsheets, day-to-day tracking of expenses, and reviewing all financial reports for compliance.
  • Monitor and approve program spending based on approved budgets and review and approve monthly spending reports for direct reports.
  • Collect and submit original receipts, expense reports, sign-in sheets, and other required documentation for budget and billing in a timely manner.
  • Complete ongoing training, weekly consultation, and completion of monthly case file audits, review of case documentation, report writing, and shadowing of case managers.
  • Demonstrate the ability to respond sensitively and competently to the service population’s cultural and socio-economic characteristics.
  • Communicate effectively in writing and verbally in English.
  • Work in a fast-paced environment and maintain computer literacy required to meet the responsibilities of the position.
  • Work effectively and without intensive supervision both independently and as a member of a multidisciplinary team.
  • Travel as needed.

Requirements

  • Bachelor’s degree in education, business, social work, sociology, or social science related field from an accredited college or university in a related field.
  • Preferred: Graduate degree from accredited program/institution in a human services field.
  • Required: 2 years of experience in developing and implementing a program or business including experience in the administration, financial management and supervision of employees.
  • Required: 3 years of experience working with children and adolescents in a large organization.
  • Preferred: 3+ years in senior management, multi-tasking high priority projects, development, oversight, and management.
  • Supervises: CYD direct service staff.
  • Maintain certificates required for the position including but not limited to First Aid and CPR.
  • Valid Texas Driver’s license with a clear driving record and reliable transportation.
  • Pass a pre-employment drug screen and random drug screens.
  • Provide proof of work eligibility status upon request.
  • Pass a pre-employment and biennial criminal background and motor vehicle check (fingerprints needed if applicant has lived out of state within the past 5 years).
