About the role
SAFY is seeking a full-time Program Development Manager. The role supports SAFY’s program development function by identifying, researching, and assisting in the design of new program opportunities aligned with organizational strategy, Medicaid, and state funding priorities. Key responsibilities include supporting proposal development, program design, and opportunity tracking.
Responsibilities
- Support the development of program opportunities from discovery through submission, including assisting with program design, proposal content, and coordination of required materials.
- Conduct research and analysis of government, Medicaid, corporate, and foundation opportunities to identify potential program development pathways aligned with SAFY’s mission.
- Support stakeholder engagement and market insight activities by preparing research and analysis to inform executive director conversations and program development strategy.
- Absorb and contribute to proposal narratives and supporting materials aligned with SAFY models of care and compliance requirements.
- Aid in proactive tracking of future opportunities, including monitoring RFPs, expiring contracts, and stakeholder signals.
- Draft and contribute to proposal narratives and supporting materials aligned with SAFY models of care and compliance requirements.
- Aid in the development of program frameworks, including service models, staffing structures, and implementation considerations.
- Assist with research related to Medicaid funding, credentialing requirements, and billing feasibility.
- Collaborate with internal partners including CIT, COMQI, and field leadership to ensure alignment in program design.
- Coordinate with internal partners to ensure alignment in program design.
- Track proposal requirements and deadlines, ensuring accuracy and timely submission.
- Proofread and edit proposal content for clarity and consistency.
- Participate in proposal debriefs and continuous improvement efforts.
- Maintain organized tracking tools, templates, and documentation.
- Establish and maintain positive working relationships across SAFY and with external partners.
- Maintain confidentiality and perform other duties as assigned.
Qualifications
- Bachelor’s degree in business, English/writing, human services, public administration/policy, or related field.
- Minimum of 3–5 years of relevant experience in program development, proposal writing, technical grant writing, consulting, healthcare strategy, or related field.
