Program Cost Control Principal Specialist
About the Role
The KSA TPY-2 Finance team within the Strategic Missile Defense Mission Area is seeking a Program Controls/Offset Analyst. The KSA TPY-2 Production and Long Lead programs include the production of seven AN/TPY-2 Radars for the Kingdom of Saudi Arabia (KSA) in partnership with the Missile Defense Agency (MDA). The combined contract value is approximately $3B. The programs include offset obligations with a combined value of approximately $1.5B.
The analyst will support financial management of the KSA Localization scope, including weekly reporting, monthly and annual forecasting, quarterly Estimate-at-Completion (EAC) reviews, RPLAN/financial planning, Tracking Book, iPMRs, and Earned Value Management activities, including Budget Change Requests (BCRs). The position will support current offset projects, including PPU (Prime Power Unit), with an EAC value exceeding $150M; ERC (Enhanced Repair Capability), with an EAC value exceeding $77M; and PT6 MRO, with an EAC value exceeding $75M. The position will also support evaluation, proposal development, and baseline development for potential offset projects.
What You Will Do
- Coordinate development of quarterly Estimates-at-Completion (EACs)
- Develop monthly forecasts and support Annual Operating Plan (AOP) and Five-Year Plan (5YP) processes
- Support proposal development and baseline development for new offset projects
- Respond to ad hoc financial analysis and reporting requests related to Localization activities
- Perform cost and schedule analysis
- Prepare financial charts and reports for Program Management Reviews, monthly operating reviews, financial overviews, and other reporting activities
- Support the Business Manager with quarterly EAC activities and monthly FP&A activities
- Coordinate financial activities with Localization Program Management and functional leads
- Prepare weekly, monthly, quarterly, and annual financial reports and forecasts
- Support Earned Value Management activities, including Budget Change Requests (BCRs)
- Support financial reporting and tracking for PPU, ERC, PT6 MRO, and other assigned offset projects
Qualifications You Must Have
- Typically requires a Bachelor's degree and a minimum of 5 years of relevant experience; or an Advanced degree in a related field and a minimum of 3 years of relevant experience
- Experience with Earned Value Management Systems (EVMS), Program Controls (Cost/Schedule), and/or Estimate-at-Completion (EAC) processes
- Experience using SAP APEX EV, BW, PMX, EDIT+, or a similar financial or program controls system
- U.S. Citizen - U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract
Qualifications We Prefer
- Earned Value Certification or completion of certification within 2 months of start date
- Experience with proposal development or offset programs
- Experience with FP&A and RPLAN
- Experience using Microsoft Excel, PowerPoint, and Word
- Experience managing multiple financial activities and established deadlines
- Experience preparing and presenting financial reports and program performance information
- Experience supporting cost and schedule analysis
- Experience supporting financial baseline development
Pay
The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
