Program Cost Control Analyst - Level 2 or 3

This position is located in Linthicum, MD and requires an active U.S. Government Secret security clearance at time of application, with the ability to obtain a Top Secret/SCI clearance. Relocation assistance is not available. Travel is required, up to 10% of the time.

About the role

As a Program Cost Control Analyst – Level 2 or Level 3 at Northrop Grumman’s Space Sector, you’ll provide program planning and financial control support within one of the following divisions: Space Superiority Division, Multi Domain Operations Division, or Intelligence Systems Division. This role is pivotal in missions of national importance, offering opportunities to work on revolutionary systems that impact lives globally.

The position follows a 9/80 schedule, with every other Friday off.

Responsibilities

• Interface with program managers, functional management, cost account managers (CAMs), and business managers to provide financial support and analysis.
• Prepare budgets and schedules for contract work, and assist in financial analyses such as funding profiles, sales outlook, cash forecasting, and variance analysis.
• Monitor costs and schedules on contracts requiring validated cost schedule control systems, including performing Earned Value Metric (EVM) tasks such as Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis, and visibility reports.
• Develop and analyze estimates to complete, ensuring contracts remain within negotiated parameters and government cost control guidelines.
• Maintain accurate records of expenditures, prepare expenditure projections, and submit timely requests for additional funding.
• Perform other duties as assigned.

Requirements

Level 2

• Bachelor’s degree with 2 years of professional experience or Master’s degree with 0 years of professional experience.
• Active U.S. Government Secret security clearance (current and within scope), with willingness and ability to obtain a Top Secret/SCI clearance.
• Experience with financial systems, including cost performance reporting and analysis.
• Strong PC skills, specifically Excel proficiency (pivot tables, VLOOKUP, and conditional formatting).

Level 3

• Bachelor’s degree with 5 years of professional experience or Master’s degree with 3 years of professional experience or PhD with 1 year of professional experience.
• Active U.S. Government Secret security clearance (current and within scope), with willingness and ability to obtain a Top Secret/SCI clearance.
• Experience with financial systems, including cost performance reporting and analysis.
• Strong PC skills, specifically Excel proficiency (pivot tables, VLOOKUP, and conditional formatting).

Preferred Qualifications

• Degree in Finance, Accounting, Business Administration, or a related field.
• Experience with COBRA, COGNOS, or SAP.
• Experience with Earned Value Management (EVM).

Pay

• Level 2 Salary Range: $72,400 – $108,600 per year.
• Level 3 Salary Range: $89,900 – $134,900 per year.

Base salary offers consider factors such as scope, responsibilities, experience, education, skills, and market conditions. Additional compensation may include overtime, shift differentials, discretionary bonuses, annual bonuses tied to individual and company performance, and long-term incentives for eligible roles.
