About the role

SAIC has an opening for a Program Control Manager who supports our Civilian Business Group. This role requires proven experience across project planning and control, variance analysis, and financial planning and analysis with a background in Federal procurement. The candidate should be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degrees of complexities and have experience managing a team, including mentoring and training junior staff.

Responsibilities

  • Lead the day-to-day internal business and financial functions of multiple programs and assist the Program Management team with implementation of long-range financial goals and objectives.
  • Interface with program managers, SAIC’s finance, accounting, contracts, subcontracts, and procurement organizations, as well as external customers on a daily basis to address operational issues in a timely and effective manner.
  • Complete and/or train junior staff with the level of detail required for program deliverables.
  • Support cash flow improvement initiatives by maintaining detailed, complex invoice backup reports that drive customer invoice approvals.
  • Prepare and distribute financial information and analysis within required deadlines, ensuring the information is concise, relevant, and understandable to assist program management and operational leadership in making intelligent business decisions.
  • Support development of Annual Operating Plan (AOP), quarterly forecasts, monthly latest revised estimates (LREs), and Estimates At Complete (EACs).
  • Participate in the development of budgets (spend plans) for assigned programs and perform financial analysis on funding profiles and program financial variances.
  • Conduct cost, schedule, and contract performance variance analysis.
  • Submit and maintain purchase requisitions for subcontractors, consultants, and materials; monitor subcontractor’s cost and review/approve invoices.
  • Review and support Request for Proposals (RFPs), prepare pricing models and cost analysis.
  • Establish, maintain, and manage the Earned Value Management System (EVMS) baseline, ensuring alignment between scope, schedule, and cost.
  • Analyze cost and schedule performance, including CPI, SPI, variance trends, forecasts, and root cause/corrective action recommendations.

Qualifications

  • Bachelor’s degree from an accredited institution in a Finance or Accounting discipline with fifteen (15) years or more of relevant experience.
  • Experience in providing financial tracking and support for government customers in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting.
  • Demonstrated ability to process and analyze large volumes of data in Excel and consolidate into management-level reports.
  • Knowledge of general and corporate business practices, government contracting regulations and principles, and accounting and finance principles.
  • Complete understanding of financial analysis such as ROS, ROC, annual operating plans, accounts receivable, and revenue & profit forecasts, as well as preparation of program baseline data, EAC development, and cost estimating/pricing.
  • Ability to make decisions using sound judgment while complying with policies, procedures, and accounting principles.
  • Well-versed in the entire lifecycle of a program from proposal development through contract closeout.
  • Proven experience managing projects that utilize Earned Value Management and formal scheduling methods.
  • Strong proficiency with project scheduling tools (Microsoft Project).
  • Proficient in MS Office Software (Excel, Word, PowerPoint), with an advanced Excel skillset.
  • Ability to prioritize and work without supervision, be persistent in follow-through, and multi-task while supporting programs with efficiency and accuracy.

Pay

Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
