Key Responsibilities
- Manpower Studies & Force Management (PWS 5.1)
- Execute the full five-phase manpower requirements determination process in accordance with AR 570-4.
- Lead research on organizational missions, roles, and functions to inform workload analysis.
- Train Major Subordinate Commands (MSCs) in creating Baseline Submission Packets (BSPs).
- Collect, validate, and analyze data; develop reports, recommendations, and presentation materials.
- Assist in developing Change Management Plans (CMPs), CPLAN products, and Total Army Analysis (TAA) documentation.
- Validate TDA/MTOE authorizations and develop Plan of Action and Milestones (POAMs).
- Draft OPORDs and FRAGOs and monitor equipping 4610-R requests and BOIPs.

- Coordinate and manage G-3 FM responses to INSCOM and HQDA taskings using ETMS2 and other Army task tools.
- Maintain task trackers, calendars, distribution lists, training records, and rosters.
- Support development and coordination of task orders, conferences, SOPs, and briefings.
- Oversee daily contractor performance, ensuring high quality deliverables and compliance with contract performance thresholds.
- Provide inputs to monthly status reports (MSRs), trip reports, and executive summaries.
Requirements
- Experience: 10+ years in workload analysis, force management, organizational structure analysis, or related roles (at least 2 years recent).
- Education: Bachelor's degree or additional 2 years of experience in lieu of degree.
- Certifications/Desirable: HTAR Course, FA50 training.
Skills
- In-depth knowledge of manpower and stationing processes (TDA, MTOE, CMP, CPLAN, FDU, TAA).
- Proficiency in Army regulations including AR 570-4, AR 71-32, and DA PAM 71-32.
- Strong briefing, analytical, and documentation skills using Microsoft Office Suite.
- Ability to work independently and manage multiple projects simultaneously.
- Familiarity with Military Decision-Making Process (MDMP).
Additional Requirements
- Must maintain a current TS/SCI clearance.
- Willingness to complete CI Polygraph if required.
- Must meet training and security compliance per DoD, INSCOM, and Army directives (e.g., TARP, OPSEC, ATCTS).
- Occasional CONUS/OCONUS travel required (approx. 8 trips annually).
Pay
Salary Range: $115,000.00 - $130,000.00 /Yr.
