Program Analyst II or III
Program Overview
The Program Analyst for the Housing and Community Development Division is responsible for administering funds from the Department of Housing and Urban Development and other sources. This position makes a positive impact on Gwinnett County by being an integral part of the team’s efforts to identify, obtain, and manage grant funds that support affordable housing, home ownership, small businesses, and other community needs.
Essential Duties
Administering the Homeowner Rehabilitation Program and HOMEstretch Downpayment Assistance Program
Planning, implementing, and reporting on housing and community development programs for CDBG, HOME, ESG, and other funding sources
Preparing and managing applications and contracts for various federal, state, and local funding sources
Determining participation eligibility for a wide array of programming
Ensuring proper compliance with requirements and standards associated with the use of grant funds
Tracking and reporting relevant impacts and results of programs the Division administers to internal departments and external agencies
Providing consultation and assistance to grantees, stakeholders, and constituents on the programs offered by the Division
Identifying and researching potential new funding sources
Working collaboratively with fellow team members and others within the County
Maintaining and adhering to strict program timelines and calendars
May serve as a lead at higher levels
May manage complex special projects at higher levels
Qualifications
Bachelor's degree in business administration, finance, public administration, or a closely related field
Two years of professional auditing or analyst experience, including one year of project management experience
An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job
A valid Driver's License from state of residency
Salary
Program Analyst II: $72,136.00 - $83,859.00
Program Analyst III: $78,448.00 - $91,197.00
