Do you want to take on important work that enhances the effectiveness of insurance marketplace regulation in Pennsylvania? This role develops, coordinates, and leads analytical studies and special projects that shape the future of insurance investigations and enforcement. Your work will improve daily operations and help program field, office, and other teams work toward agency goals with consistency and confidence.

About the role

This position focuses on analyzing business processes to develop revisions that harness innovation and enhance efficiency for field investigations, enforcement, and related operations.

Responsibilities

  • Program Evaluation: Analyze program operations and business processes, develop and conduct studies, manage special research projects, and find opportunities for improvement
  • Process and Plan Development: Build improvement proposals and present recommendations to bureau and division leadership
  • Project Coordination: Lead the implementation of approved process improvement plans including the adoption of new technologies and workforce succession planning
  • Data Management: Maintain up-to-date databases, files, and records; prepare reports to track licensing timeframes and enforcement action statistics
  • Compliance Efforts: Draft, review, and coordinate the fulfillment of Consent Orders; work with hearing office, legal staff, and other parties to ensure timely action under all requirements
  • Expert Technical Guidance: Coordinate and provide appropriate responses to inquiries from the public, legislators, and other stakeholders

Qualifications

Minimum Experience and Training Requirements:

  • One year as a Program Analyst 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • Two years of analytical experience, one of which includes professional experience in program evaluation and the development of program recommendations, and a bachelor's degree; or
  • An equivalent combination of experience and training.

Other Requirements:

  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.

Schedule

  • Full-time employment
  • Work hours are 8:00 AM to 4:30 PM, Monday - Friday, with a 60-minute lunch
  • Telework: You may have the opportunity to work from home (telework) part-time, up to three days per week. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.
