Program Aide
About the role
The Program Aide will provide day-to-day assistance in the Bureau of Audit Services, performing a wide range of support roles.
Responsibilities
- Serve as the initial point of contact for the public, providers, or other governmental agencies regarding all Consolidated Fiscal Report (CFR) reporting issues by processing incoming phone calls and emails received in the CFRS Review Units email box.
- Evaluate and analyze CFR submissions received from all OASAS service providers.
- Independently determine the needs and priorities required to support the unit’s professional staff.
- Create the CFR Review log to track service provider compliance in meeting filing requirements.
- Review and log CFR submissions, maintaining the log with daily receipts of CFR submissions, signature pages, and supporting data such as financial statements.
- Create a yearly OneNote page for each service provider, including tables and tools for CFR Review, such as the Active Program List, Claims Expected Filer List, Claims Worksheet, and MSDS Report for Units of Service.
- Continually update service providers’ agency information and executive staff contact information in the IAMF System.
- Assist other OASAS departments, such as Budget and Claims, with data extractions from the CFRS Web system for special projects.
- Compile data and spreadsheets to assist in the preparation and analysis of information used by the bureau/unit to support CFR reviewers.
- Provide guidance to providers and field office representatives regarding CFRs.
- Maintain and update the CFR section on the OASAS website.
- Draft and send reports.
- Assist auditors with administrative functions.
- Perform other job-related duties as assigned.
Qualifications
- Current New York State employee with one year or more of permanent, contingent-permanent, or 55b/c status as a Program Aide (previously Administrative Aide or Agency Program Aide); or
- New York State employees with one year or more of permanent, contingent-permanent, or 55b/c status in a position allocated to a Grade 11 or above and eligible for transfer under Section 70.1 of the Civil Service Law; or
- Reachable on the current Program Aide eligible list; or
- Qualified via HELPS with three years of experience performing clerical, keyboarding, or paraprofessional work in an office environment.
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, meaning no examination is required, but all candidates must meet the minimum qualifications. Temporary appointments may be made initially, with the possibility of conversion to permanent non-competitive status pending Civil Service Commission action. Within one year of permanent appointment, it is expected that employees hired under NY HELPS will have their non-competitive status converted to competitive status without needing to compete in an examination. Employees will then have the same rights and privileges as competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may participate in any promotion examination for which they are qualified.
Pay
Salary range: $53,413 – $65,061. The range reflects the full salary for this graded position, including annual performance advances based on satisfactory reviews. Candidates with no previous State service will begin at the hiring rate (starting rate of the salary range), plus any applicable Location Pay, Geographic Pay, or Shift Pay differentials. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules, and negotiated union contracts.
