Job Summary

The salary for this position is the minimum of the range. The Producer/Host serves as creative and on-air lead for the Countys television channel, website and social media platforms. Work involves developing and writing scripts, shooting and editing video content, performing stand-ups and interviews on-camera. Duties will include hosting and production of live studio and on-location broadcasts, in addition to overseeing the intern program development, scheduling, training and direction. This position will act as community outreach for QACTV, strategically engaging in social media posting to keep the public informed. Duties also include scheduling shoots and posting content to the channel and social media. This position is also responsible for some of the broadcast engineering support to QACTV computer systems, broadcast and storage servers, networks, and equipment operations.

Essential Functions

  • Consult with county staff, approved citizens groups and others regarding subject matter, content, target audience and message.
  • Plan, research and write scripts for filming projects, news, and PSAs.
  • Deliver creative, entertaining, and engaging on-camera standups for news segments.
  • Introduce and host programs reporting on County government or local issues and events in the studio and on-location.
  • Manage the intern program, schedule interns, and teach on-air techniques and show development.
  • Develop original live content and host live special events.
  • Design, develop, and produce a wide variety of video presentations through shooting video, capturing audio, performing on-camera, selecting background music, sound effects, recording voiceovers, audio mixing/mastering, color correction, format conversion, video compositing and the use of non-linear digital editing software.
  • Direct professional and non-professional on-camera presenters and actors.
  • Prepare video content to be posted to the web using video encoding software.
  • Monitor social media for filming requests, respond to queries in a timely manner and develop projects and shoot schedule for requests.
  • Work as part of a team to build and maintain a Social Media Strategy through ongoing, consistent engagement, management and branding across all media outlets.
  • Schedule productions for local cable TV broadcast, and post to Facebook and YouTube.
  • Serve as on-air public comment manager when video conference software is being utilized during County meetings.
  • Provide live sound support and support for AV presentation equipment used in the rooms during the meetings.
  • Operate Live Streaming equipment, Live Titling and Tricaster switchers.
  • Film and produce the County Commissioner and Planning Commission meetings on a rotating basis with other staff when requested.
  • Schedule productions for local cable TV broadcast, post to YouTube or the Countys web-based Video On-Demand system on a rotating basis with other staff when requested.
  • Responsible for Network integration and maintenance of the Television Broadcast and filming equipment, archival server space, video editing/server space and networks.
  • Research, recommend, install and perform system administration tasks for broadcast server, online streaming server and video networks.
  • Help maintain and manage the Countys TV channel and the QAC Visitors channel.
  • Work as part of a team to build and maintain a Media Asset Management system, including ingesting and tagging media.

Knowledge, Skills, and Abilities

  • Display in-depth knowledge and understanding of Social Media platforms (Facebook, Twitter, YouTube, Instagram, TikTok, etc.).
  • Display knowledge and understanding video production and NLE post-production process.
  • Experience with Final Cut, Adobe Premiere and or Photoshop a plus.
  • Ability to film and edit Special Effects/Green Screen in video compositing software such as HitFil or Adobe AfterEffects.
  • Ability to use video and still cameras and advanced controls for each.
  • Display ability to effectively communicate information in written and video format with an understanding of the principles of visual story-telling and script writing.
  • Possess high levels of concentration and multi-tasking ability.
  • Possess an excellent command of English, a clear speaking voice and presentation skills.
  • Ability to remain calm under pressure and adhere strict deadlines.
  • Ability to work well with others in a production team environment.
  • Ability to be comfortable and natural in front of the camera and microphone.

Certificates, Licenses, Registrations

  • Possession of a Class C Maryland Motor Vehicle Operators License (or the equivalent from another issuing state) or the ability to obtain such a license within thirty (30) days of employment to position.
  • Upon Request, must be able to study and acquire a FAA Drone License.

Education and Experience

  • Bachelor’s degree or Vocational Degree from an accredited college or university with major coursework in film, video, web, communications or related discipline plus five (5) years of actual work experience in film, video, and communications development and production or a two (2) year degree in a related discipline from a community or junior college plus seven (7) years of actual work experience in film, video, and communications development and production or an equivalent combination of education and experience.

  • The employee is occasionally required to stand; walk; use hands to finger, handle or feel objects, tools, or controls; reach with hands and arms; and climb or balance.
  • Requires regular lifting and/or moving up to 25 pounds and occasionally 50 pounds.
  • Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus.

Working Conditions

  • While performing the duties of this job, the employee occasionally works near moving mechanical parts and in outside weather conditions.
  • The noise level in the work environment is usually moderate.
