Procurement Specialist II

Procures required materials and services inclusive of a variety of highly specialized electronic components and supplies, obtaining the quantity, quality, and prices that are most favorable to NASA.

• Initiates bid/quote process for services, supplies and equipment
• Consults with users and outside consultants to develop specifications
• Prepares bid documents and oversees the bid process
• Performs bid analysis and makes recommendations regarding purchases
• Obtains written sole source justification from the requestor, as required

Complies with the procedures in the TRAX Purchasing Manual, Federal Acquisition Regulations (FAR), Uniform Commercial Code (UCC) and contracting principles; laws, regulations, policies, and procedures governing the Federal Purchasing/Acquisitions process.

Provides guidance relating to policies, priorities, and procedures to lower-level buyers and vendors when requested.

Completes actions under limited direction or independently and makes recommendations based on nature of assignment, experience, and judgment.

Keeps the Team Lead apprised of all actions and workload.

Practices personal integrity and fairness with suppliers at all times.

Maintains accurate estimated delivery dates in the ERP system for all open purchase orders.

Works with the Accounting Department to follow-up on vendor actions through delivery.

Qualifications

• Four years procurement, acquisition, and contracting experience
• Bachelor’s degree in business, economics, accounting, finance, or another business-related field
• One year of relevant professional-level work experience may be substituted for one year of required education
• Relevant professional-level experience is defined as work experience must be at a professional-level in Federal Purchasing and Acquisitions
• Specialized experience that has equipped the applicant with knowledge of the Federal Acquisition Regulation (FAR), Uniform Commercial Code (UCC) and contracting principles; laws, regulations, policies, and procedures governing the Federal Purchasing/Acquisition process
• Experience with large ERP supply and accounting systems
• Experience Cost-Reimbursable, Time and Material, Labor Hours, and Firm Fixed Price type of procurements
• Experience with Cost and Price analysis and purchases that are awarded on a competitive or noncompetitive basis
• Experienced in purchasing in a Certified Purchasing System (CPS) environment is desired
• Intermediate or advanced skills in Excel are required
• Excellent verbal and written communication skills
• Highly developed analytical, critical thinking and problem-solving skills
• Strong organizational skills and attention to detail is a top priority
• Must share a commitment to maintaining a positive, collaborative work environment while simultaneously optimizing individual performance and contribution

Physical Demands and Working Conditions

The work of this position is performed in an environmentally controlled office environment. Must be capable of sitting and entering data on a computer keyboard for extended periods of time. Must be able to view computer monitor for extended periods of time.

• Must possess a valid driver's license, without special restrictions
• Must be able to successfully complete a background screening
• Must possess or be able to obtain a public trust clearance prior to employment and maintain public trust clearance for the duration of employment
