Job Duties
- Works with University stakeholders to develop solicitation documents including scopes of work, instructions to offerors, technical and functional specifications/statements of work, qualifications, award criteria, terms and conditions, bidding schedules and all necessary attachments in accordance with rules, regulations and provisions of the SCCPCR in directing and conducting the sourcing/procurement process.
- Through the application of the governing regulations, process all assigned formal solicitations ensuring the proper source selection methodology is used.
- Utilizing the online eProcurement System, apply knowledge of procurement practices, and conduct market analysis to process routine to complex moderate purchases/solicitations, through the University's ERP, Workday, while ensuring adherence to state and federal statutes.
- Carry out risk assessment to determine the appropriate strategic sourcing method and apply the proper reporting classification as specifically established by the SCCPCR and MUSC policy and procedures.
- Maintain continuous communication with stakeholders, team members and management to ensure that the sourcing/purchasing process and all other ancillary duties are performed in a compliant, timely and professional manner.
- Maintain good working knowledge of various solicitations work applications in the South Carolina Enterprise Information System (SCEIS). Assist with providing instruction, training and assistance to other Team and Department members to develop solicitations within SCEIS as needed.
- Serve as mentor to the Procurement Specialist I and II positions and other Procurement Managers across the Procurement Department.
Minimum Experience And Training Requirements
- A minimum of five years’ relevant procurement and contract management experience.
- A bachelor's degree may be substituted for two years of the required work experience.
- Excellent communication skills.
- Comfortable working with online video conference technology, i.e., Microsoft Teams, Zoom.
- Possess the ability to assume responsibility and be accountable, and work with limited supervision.
- After being provided clear guidelines, the role must be able to exercise initiative and act/interact independently with customers, suppliers, and co-workers.
- Demonstrated ability to interact professionally with all levels of users, management, and senior leadership.
- Proven job diligence, dedication, and attention to detail.
- Demonstrated sense of responsiveness and urgency based on the needs of the business.

Additional Knowledge, Skills, And Abilities
- A preferred Bachelor’s degree in business, finance, or supply chain, and/or demonstrated equivalent experience.
- Three to five (3-5) years of applicable procurement/contracts experience in higher education and/or public procurement.
- Two (2) + years’ experience with ERP systems, procurement module(s).
- A strong background in developing and managing various types of solicitations to include Invitation to Bid and Request for Proposals.
- Possess excellent working knowledge of the South Carolina Consolidated Procurement Code & Regulations (SCCPCR).
- Possess excellent knowledge of public/governmental procurement principles and practices, rules, and regulations.
- Ability and experience in using the South Carolina Enterprise Information System (SCEIS).
- CPPO, CPPB or NIGP‐CPP certification preferred or the ability to obtain within two years of employment.
- Able to manage working under pressure and stress, demonstrated capability to prepare complex solicitations and management reports, and maintain confidential correspondence.
