Procurement Agent (NYC)

About the role

The Procurement Agent is responsible for procuring and delivering specified products and/or services from qualified subcontractors and vendors at the most favorable prices and terms. Reporting to the Procurement Manager or Preconstruction Manager, this role involves leading the review and recommendation of new and updated subcontractor/vendor prequalification, establishing and overseeing procurement schedules, and managing the bidding process.

Responsibilities

• Procure materials and subcontracts from qualified vendors and subcontractors.
• Lead the review and recommendation of new and updating of subcontractor/vendor prequalification, including financial statement analysis and reference verification.
• Establish and oversee Procurement Schedule, including attending project meetings.
• Develop and implement strategies to meet Minority, Women or Disadvantaged Business Enterprise (M/W/DBE) requirements.
• Aid Operations in creating the general and special conditions, safety requirements, and scope requisitions for each project to ensure clear definition of scope, schedule, M/W/DBE or other hiring requirements, insurance, and bonding requirements for bidders.
• Examine plans and specifications for any deficiencies, construction issues, and technical questions and refer findings to the Project Engineer for resolution.
• Manage the bidding process, including bid periods, bid period, bid list preparation, bid review meetings with competitive bidders, and confirming compliance with scope requirements, alternates, unit pricing, manpower, schedules, logistics plans, M/W/DBE requirements, insurance, and bonding requirements, and other project-specific requirements.
• Negotiate scope, price, and subcontract terms with vendors and subcontractors through subcontract award.
• Issue recommendations for approval of subcontractors/vendors and any awards to such subcontractors/vendors to clients and/or project teams.
• Prepare and issue subcontracts or oversee processes for timely execution of the subcontract, receipt of insurance certificates, payment and performance (P&P) bonds, and other project-specific items necessary to complete the subcontract process.
• In conjunction with the Project Team, develop, execute, and monitor Risk Management Plans where required.
• Supervise assistant procurement agents, procurement assistants, and/or interns, providing input on performance appraisals.
• Resolve issues regarding scope of work and change orders.
• Oversee current insurance certificates, bonds, and consent of surety for reserve reductions, off-site material payments, and final payments.

Qualifications

• Bachelor's degree plus minimum of two years' related experience or an equivalent combination of education, training, and/or experience.
• Proven written and verbal communication abilities; proficiency with computer applications, including Microsoft Office Suite, SAP, and SharePoint.
• Ability to read, understand, and interpret contract documents, drawings, specifications, scopes of work, and project schedules.
• Familiarity with accounting principles.
• Demonstrated leadership and interpersonal skills.

Pay

The salary range for this position is estimated to be $102,000 - $126,000 annualized, which represents the company's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Schedule

This is not a remote/hybrid position and will be based in a Turner office or project location.
