About the Role

Administers the SPR’s Process Safety Management (PSM) Process Hazard Analysis (PHA) Program to ensure OSHA compliance. This includes performing PHAs for new/modified systems, revalidation PHAs every 5 years, analyzing PSM impacts of new systems and design changes, and reviewing process changes for hazard analysis impact. Prepares, facilitates, and documents PHA studies using HAZOP and LOPA methodologies, including facility siting and human factors. Coordinates and audits PSM programs, identifies improvements, and supports Management of Change (MOC) and Pre-Startup Safety Review (PSSR) processes.

Responsibilities

  • Perform PHAs for new/modified systems and revalidation PHAs every 5 years.
  • Analyze new systems, equipment, and proposed design changes for PSM impacts.
  • Review changes to processes and methods for process hazard analysis impact.
  • Prepare, facilitate, and scribe PHA studies using HAZOP and LOPA methodologies.
  • Coordinate and audit PSM programs, identifying improvements and implementing solutions.
  • Support MOC and PSSR processes by reviewing technical changes, startup readiness, and critical safeguards.
  • Perform specialized technical safety analyses, including facility siting studies and risk assessments.
  • Review and update Upset Response Manuals in coordination with operational engineers and SPR sites.
  • Review P&IDs, equipment specifications, and operating envelopes to identify process safety implications.
  • Develop and maintain process safety information, hazard registers, and PSM procedures.
  • Support incident investigations, root cause analysis, and corrective action development.

Qualifications

  • Bachelor’s Degree in Engineering or other Technical Degree with demonstrated process safety experience.
  • Minimum of 5 years of progressive experience in chemical or petroleum industries in process engineering/process safety management under OSHA standard 29 CFR 1910.119.
  • Hands-on experience facilitating PSM-related activities such as PHAs and HAZOPs.
  • Strong written and oral communication skills for presentations, reports, and team leadership.

Desired Qualifications

  • Degreed Engineer (Chemical, Mechanical, Petroleum, or Industrial).
  • Experience with design and operation of process systems, including piping, valves, and pumping equipment.
  • Experience with siting studies and risk appraisals.
  • Experience with PHAWorks or similar software.
  • Process Hazard Analysis Facilitator certification preferred.

Working Conditions

Normal work conditions found in a typical office environment. Requires periodic travel and work in operating crude oil storage facilities.
