Principal / Sr Principal Proposal Analyst

We are looking for a Principal Pricing Analyst (Level 3) or Senior Principal Pricing Analyst (Level 4) to join our team in Baltimore, MD, working onsite full time.
Responsibilities
- Develop, analyze, evaluate, coordinate, prepare, and support cost proposals to government and commercial customers.
- Review Requests for Proposals (RFP) and proposal documents for compliance to customer specifications/requirements and adherence to company policy.
- Ensure Northrop Grumman Estimating System compliance and provide interpretation of RFP requirements.
- Interact with personnel and management at all levels, interfacing and coordinating with other business management personnel daily.
- Provide reviews of all estimates prior to delivery and review by senior management.
- Prepare and present cost estimates to management, customer representatives, and government audit agencies.
- Ensure adherence to Federal Acquisition Regulations (FAR), Truth in Negotiations Act (TINA), and Northrop Grumman policies and procedures.
- Support audit requests, fact-finding, negotiation discussions, and the program budget baseline process.
- Support various departmental business management & operations functions.
- Create/administer pricing databases and coordinate implementation of pricing proposals across the organization.
- Ensure FAR/DFAR compliance of proposals and support proposals through the NAR/ICE and C101 corporate approval process.
- Support the front-end business acquisition process by developing proposals.
- Be the point of contact for all government audit inquiries, ensuring timely responses and documenting RFIs.
Qualifications
For Principal Pricing Analyst (Level 3):
- Bachelor's Degree in Business Management, Accounting, Finance, or related field and 5 years of experience in government contracts, subcontracts, estimating and pricing, finance, or business administration in a defense/aerospace manufacturing environment.
- Alternatively, 3 years of experience with a Master's Degree, or 9 years of relevant experience in lieu of a degree.
- Must be able to obtain and maintain a US Government Secret Level Security Clearance.
- Working knowledge of FAR, DFAR, CAS, TINA, and other Government procurement regulations.
- Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
- Experience in bidding to different contract types (FFP, CPFF, CPIF, CPAF, T&M).
- General knowledge of concepts, principles, and standard practices in costing and pricing.
- US Citizenship.
For Senior Principal Pricing Analyst (Level 4):
- Bachelor's Degree in Business Management, Accounting, Finance, or related field and 8 years of experience in government contracts, subcontracts, estimating and pricing, finance, or business administration in a defense/aerospace manufacturing environment.
- Alternatively, 6 years of experience with a Master's Degree, or 12 years of relevant experience in lieu of a degree.
- Must be able to obtain and maintain a US Government Secret Level Security Clearance.
- Working knowledge of FAR, DFAR, CAS, TINA, and other Government procurement regulations.
- Experience working with Basis of Estimate (BOE) and analyzing BOE quality.
- Experience in bidding to different contract types (FFP, CPFF, CPIF, CPAF, T&M).
- General knowledge of concepts, principles, and standard practices in costing and pricing.
- US Citizenship.
Preferred Qualifications

Pay
Primary Level Salary Range: $89,900.00 - $134,900.00
Secondary Level Salary Range: $112,200.00 - $168,200.00
The above salary range represents a general guideline; however, Northrop Grumman considers factors such as experience, education, skills, and market conditions when determining base salary offers.
