Principal Project Control Specialist

About the role
Provide comprehensive cost, schedule, baseline, and EVMS Project Controls services on assigned SRNS Project Teams. Project Controls support services include executing the process responsibilities associated with organization, development, analysis, implementation, and maintenance of program/project controls applications and measures necessary for decision-making and monitoring of planning, scheduling, cost engineering, and trend engineering established objectives.
Services include preparing schedules and performance monitoring status and management reports which identify variances in work execution strategy, provide timely feedback, and recommend solutions to management to improve or mitigate problems affecting cost, schedule, or estimating issues throughout the life cycle of a project, program, or other work activity. Project Controls services will be provided using SRNS processes and procedures, with programmatic guidance provided by SRNS.
Provide Project Control, Estimating, and Scheduling support services to the NNSA Capital Projects mission undertaken by Savannah River Nuclear Solutions (SRNS), LLC. The main goal is to assist the SRNS NNSA Capital Projects initiative through comprehensive evaluation and assessment of various project scopes, including estimating costs, scheduling, formulating management plans, and developing support procedures and processes to ensure seamless integration with engineering and procurement functions.
Responsibilities
- Provide guidance to management on classification requirements and compliance, the CD process, and deliverable format.
- Review and provide input to specifications for engineered equipment and/or subcontracts.
- Review and provide input to estimators on resources (labor and other-than-labor) needed to perform the scope of work.
- Provide input to schedulers on sequence, durations, and logic of activities.
- Provide input to management regarding risk-informed schedules to serve as the basis for establishing milestones and PBIs.
- Provide input to engineers, estimators, and schedulers on constructability, maintainability, operability, and commissioning.
- Provide input to technical writers for BOEs, BOS, and WBS data dictionary.
- Review work for completeness as required by project specifications and scope definitions.
Requirements
- Must be a U.S. Citizen.
- Q Clearance is required.
- Master's degree in business, construction management, technical, engineering, or a related area and 5 years of practical experience.
- Bachelor's degree in business, construction management, technical, engineering, or a related area and 7 years of practical experience (considered equivalent).
- Associate's degree and 11 years of practical experience (considered equivalent).
- High school diploma and 15 years of relevant experience (considered equivalent).
- Minimum of 10 years of experience in engineering, construction, operations, estimating, scheduling, project controls, proposal development, and/or project management.
- Five years of experience demonstrating knowledge of the desired area of subject matter expertise.
- Strong personal computer skills, with expert proficiency in automated accounting, cost management, scheduling, and estimating systems.
- Practical experience in the use of Site Business systems.
- Comprehensive knowledge and understanding of project management and cost and schedule control at the tactical level, along with knowledge of operations, maintenance, or project startup and construction.
- Strong problem-solving, analysis, and interpersonal skills, as well as oral and written communication skills.
