Principal Program Cost and Schedule Control Analyst
This position is located in Elkton, Maryland. Relocation assistance is not available. A Secret security clearance is required for start. Travel is expected, up to 10% of the time.

The Northrop Grumman Propulsion Systems and Controls (PS&C) facility in Elkton, Maryland designs, develops, and produces solid-propellant propulsion and ordnance systems for a wide variety of Government and commercial customers. Elkton is located on the Upper Chesapeake Bay, midway between Philadelphia and Baltimore, offering a blend of small-town charm, outdoor recreation, and cultural attractions.
Responsibilities
- Develop from inception, maintain, and deliver a monthly integrated master plan and schedule (IMP/IMS) through completion to meet project IMS objectives.
- Integrate Work Breakdown Structures (WBS), Statement of Work (SOW), teams, deliverables, and resources into the Master Schedule in an efficient and timely manner.
- Support Material Program Manager and Supply Chain in the management of program supplier base through the IMS and provide daily monitoring and status to the PM for critical path tasks.
- Input EVMS requirements and reports to financial control as required.
- Support the preparation of monthly operational review packages.
- Work with the program team to integrate project cost with scheduled activity.
- Provide monthly/quarterly reporting and analysis to support business processes.
- Assist in planning and forecasting program schedule and cost performance; prepare future strategic plans.
- Serve as a resource to management in understanding results by reporting and investigating variances.
- Analyze business processes and make recommendations to improve process efficiency and support continuous improvement.
- Identify potential profit impacts to programs and make recommendations for mitigation and improving profit margin.
- Prepare and track key performance metrics to direct management.
Requirements
- 9 or more years of scheduling experience in lieu of a degree; or a Bachelor’s degree in a related field and 5 years of experience; or a Master’s degree in a related field with 3 years of experience.
- Knowledge of applications in a computerized environment, including spreadsheet applications and databases (e.g., MS Office applications).
- Ability to work in a team environment and build relationships with others.
- Excellent analytical, problem-solving, and reporting skills.
- Independent self-starter and proactive contributor who seeks to continually improve business processes and add value.
- Ability to prioritize multiple assignments to meet deadlines and organize deliverables in a clean and presentable format.
- Must be able to work onsite in Elkton, MD.
Preferred Qualifications
- Prior team participation experience (professional, community, or extracurricular).
- Ability to obtain and maintain a U.S. Government security clearance (U.S. citizenship is a prerequisite).
- Experience in developing and delivering presentations and leading small groups.
- Aerospace and/or DoD intern/working experience.
- Knowledge of Earned Value Management Systems (EVMS).
- Experience executing programs with contractual EVMS requirements.
- Prior experience with Deltek applications (CostPoint, Cobra, OpenPlan, PM Compass).
- Experience with business intelligence platforms and tools (e.g., Tableau, Power BI).
Pay
The primary salary range for this position is $89,900.00 – $134,900.00. The actual base salary offer considers factors such as the scope and responsibilities of the position, candidate experience, education, skills, and current market conditions. Depending on the position, employees may also be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions and allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
