Principal Procurement Specialist

About the Role
Principal Procurement Specialist supporting the Naval Power Mechanical Commodity Team. This role provides dedicated procurement support for low-complexity mechanical components and assemblies within a dynamic, growth-oriented environment. The Specialist will partner across a broad portfolio of programs and report directly to the Senior Procurement Manager.
Responsibilities
- Execute purchase orders and amendments within established contracts and pricing agreements
- Manage daily order health, including confirmations, scheduling, expediting, and invoice resolution
- Provide real-time updates to MPMs, PMs, and CM teams on reschedules, forecasts, and delivery impacts
- Conduct RFP/RFQ activities to support program requirements
- Manage supplier relationships for Leverage and Bottleneck suppliers
- Oversee day-to-day supplier performance across delivery, quality, responsiveness, and service levels
- Monitor & support metrics and drive corrective actions using CORE (Late-to-Place, Late-to-Dock, delinquent material)
- Provide insights to Commodity Leads to inform commodity strategies
- Review Statements of Work and internal cost estimates
- Create and manage PIA/NDA agreements
- Identify, evaluate, and select suppliers and business partners
- Aid in leading proposal and quotation activities including cost/price, capability, and financial analysis
- Aid in developing negotiation strategies and lead formal negotiations on price, schedule, and terms
- Place purchase orders of varying complexity and value
- Conduct risk analysis and develop mitigation plans
- Travel to RTX facilities and supplier sites as required (25% of time)
Requirements
- Typically requires Bachelor’s degree and 5 years of prior relevant experience OR an Advanced degree and 3 years of relevant experience OR, in absence of a degree, 9 years of relevant experience
- U.S. Person (U.S. citizen, permanent resident, refugee or asylee) or eligible to obtain necessary export authorizations
- Background in Supply Chain, Procurement, Subcontract Management, Commodity Management, or related fields
- Positive, adaptable, and proactive approach
- Ability to lead and collaborate across multifunctional teams
- Strong verbal and written communication skills
- Experience supporting proposals and program governance
- Ability to negotiate low- to medium-complexity non-standard agreements
- Strong problem-solving and dispute-resolution capability
- Knowledge of MRP, SAP, purchase order placement, and material receipt processes
- Experience with delivery, acceptance, and invoicing of goods and services
Preferred Qualifications
- Efficient and knowledgeable in SAP and other procurement tools
- DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS) – ability to place POs over TINA dollar threshold ($750K)
- Experience with Government purchase orders
- Negotiations and proposal experience in the areas described above
- Experience purchasing mechanical commodities

Pay
The salary range for this role is 86,800 USD - 165,200 USD. The range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
Schedule
This is a remote role. Employees in remote roles work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.
