Principal Procurement Specialist
About the role
Raytheon Vision Systems’ (RVS) Supply Chain Team is seeking a Principal Procurement Specialist. This is a buying position within the RVS Procurement organization responsible for sourcing, negotiating, awarding, and documenting purchases for materials, services, and supplies. The role supports early supplier identification and engagement for new business pursuits, conducts supply chain bid/proposal activities for strategic pursuits, and interfaces with Integrated Product Teams to provide solution options for “buy” technologies.
Responsibilities
- Source, negotiate, award and document purchases for materials, services, and supplies.
- Compile and analyze data to perform price analysis and review proposals to establish price objectives.
- Support early supplier identification and engagement for new business pursuits.
- Conduct Supply Chain bid/proposal activities for strategic pursuits.
- Utilize source selection techniques (best value, Total Cost of Ownership, etc.), perform cost analyses, conduct negotiations, and identify supplier risks.
- Interface with Integrated Product Teams to understand technical challenges and provide solution options for “buy” technologies.
- Provide risk and opportunity analysis for early capture related to introduction of new suppliers to mitigate risks with regard to early supplier decisions.
- Ensure that requirements (prime contract, quality, terms and conditions) are properly communicated to suppliers.
- Manage supplier performance to cost, schedule and quality requirements.
- Interface with internal and supplier cross-functional organizations.
- Compile and analyze information to stay informed on industry trends and manufacturing processes.
- Assist in the development of bids and agreements.
- Execute to customer requirements including government regulations, public law and Raytheon policies and procedures; negotiate terms and conditions and recommend final Raytheon position to Subject Matter Expert and/or Supply Chain Advisor.
- Perform quotation activities, negotiations (price, schedules and terms & conditions), purchase order documentation write-up, select qualified suppliers, seek alternate suppliers (when applicable), and conduct post-award management in accordance with company directives and work instructions.
- Compile Long Term Agreements and/or Pricing Agreements.
Requirements
- University degree or equivalent experience.
- Minimum 5 years relevant experience in a procurement/supply chain role.
- Experience placing POs/subcontracts of high complexity and processing high volume POs across various business units.
- Experience effectively managing job responsibilities in a virtual environment with minimal supervision.
- Experience performing price and cost analysis, source selection/justification, and analysis of supplier quotations.
- DoD procurement experience and knowledge of Federal Acquisition Regulation and Defense Federal Acquisition Regulation Supplement (FAR/DFARS), including ability to place POs over TINA dollar threshold.
Qualifications we prefer
- Knowledge of buying complex electrical and mechanical assemblies.
- Leadership skills: influence, presence, ability to interface internally and with suppliers.
- Negotiation skills (internal across businesses; external with suppliers) with ability to lead formal negotiations and teleconferences (price, schedule and supplier exceptions to contractual flow down requirements, i.e., Terms and Conditions).
- Experience reading drawings.
- Use of standard computer systems focused on supplier management processes (SAP-PRISM).
Pay
The salary range for this role is $90,000 – $106,000. RTX considers several factors when extending an offer including, but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training and key skills.
