Principal Environmental Advisor

About the role

Reporting directly to the SVP of the USBU (initially until a BU Head is appointed, with coordination to the PFS manager), this position serves as the primary technical authority responsible for leading environmental and permitting activities, managing baseline programs, and ensuring regulatory compliance to support the ongoing advancement and development of the Mason Project.

Responsibilities

• Directly work on, or direct the development of, documentation and designs as necessary for permitting activities, including permit amendments and compliance.
• Define and manage the project's state and federal permitting matrix, including Water Pollution Control, Air Quality, Tailings Dam, Reclamation, and other needed permits.
• Lead and manage comprehensive environmental baseline programs, data analysis, and field monitoring networks, including spring monitoring, stormwater monitoring, groundwater monitoring, revegetation monitoring, biological resource monitoring, and cultural resource monitoring.
• Manage rain gage and meteorological station monitoring, as well as specialty field sampling including sediment, soil, and stormwater sampling.
• Coordinate and execute critical field and desktop efforts required to initiate and navigate the National Environmental Policy Act (NEPA) process, including planning for an Environmental Impact Statement (EIS) and a Mine Plan of Operations.
• Support other departments, such as operations and engineering, in the review and update of specifications, engineering designs, and construction packages to ensure technical and environmental consistency is maintained.
• Maintain inventories of historic properties including private and oversee the land disturbance protocol and associated cultural heritage process prior to any disturbance, including consultation with Native American Tribes and other interested parties.
• Review and provide comments on reports prepared by consultants, engineers, and Hudbay employees.
• Lead the development of an environmental management system, including schedules and tracking, and maintain compliance with existing permit conditions and associated reporting obligations.
• Develop and implement areas of strategy, policy, and standards across the range of activities associated with the environmental footprint, including procedures, processes, and training in the associated areas.
• Oversee the development and management of plans related to permits or company policies such as: Stormwater Pollution Prevention Plans (SWPPPs), Spill Prevention, Control and Countermeasures (SPCC) Plan, Biological Monitoring Plan, Emergency Response and Contingency Plan, Site Water Management Plan, Water Programs Quality Assurance Project Plan, and POC Well Monitoring Plan.
• Develop and manage a cultural heritage management plan, including tracking and management measures, as well as Historic Properties Treatment Plans or Data Recovery Plans.
• Coordinate audits (internal and external) and address hazards appropriately.
• Compile environmental reports and communicate the data as required to agencies and other stakeholders.
• Perform work in accordance with company Health and Safety protocols.
• Manage the financial and technical aspects of project tasks associated with Permitting and Environment.
• Assist with development of technical scopes of work and cost estimates.
• Coordinate efforts between agencies, consultants, and Hudbay employees as necessary.
• Maintain good relationships with governmental agencies and represent the company in government inspections.
• Involve Tribal entities on data recovery efforts on prehistoric cultural sites.
• Supervise contractors executing permitting and environment work in both the field and office environments, including direct supervision of Hudbay environmental technicians.

Requirements

• Bachelor of Science degree in Environmental Science, Hydrology, Civil/Environmental Engineering, Mining, or a closely relevant scientific discipline.
• 7–10 years of progressive environmental permitting, site environmental management, or environmental consulting experience within the mining industry in Nevada.
• Experience with state and federal permitting of exploration and mining projects.
• Competency in waste management, groundwater monitoring/modeling, and geochemical processes related to mining sites.
• Strong technical writing and verbal communication skills.
• Ability to multi-task, prioritize, and be self-directed.

• Work Environment: Work near moving mechanical parts and outside weather conditions such as hot and/or dry conditions. Exposure to noise, fumes, dust, toxic or caustic chemicals, and vibration may occur. Must possess a current and valid driver’s license.
