If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.

As part of this role, you will develop business partner relationships with suppliers and internal stakeholders, lead procurement activities, and manage supplier performance.

Responsibilities

  • Lead procurement activities and serve as the focal point for supplier performance.
  • Collaborate with internal cross-functional teams to manage procurements, including build-to-print, performance specifications, and Supplier Statements of Work (SSOWs) with medium/high complexity.
  • Participate in capture/proposal efforts, review adequacy of requirements flow-down, generate RFI/RFQ/RFPs, and lead Best Value Source Selection and down-select activities.
  • Develop negotiation strategies and lead multi-functional negotiation teams; negotiate price, schedule, and Terms & Conditions with suppliers/subcontractors.
  • Prepare purchase order documentation in compliance with FAR, DFARs regulations, prime flow-downs, company policies, procedures, and command media.
  • Execute and manage various types of contractual activities/agreements (e.g., PIA, Letter Subcontracts, Long Term Agreement, Bailment).
  • Post-award PO/Supplier management to ensure program requirements (quality, schedule, financial) are met.
  • Communicate clearly and effectively in a fast-paced environment; demonstrate flexibility, creative thinking, and agility while ensuring compliance with company and government requirements.

Requirements

  • Bachelor’s degree and a minimum of 5 years of prior relevant experience, or an Advanced Degree in a related field and a minimum of 3 years’ experience.
  • DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS), including the ability to place Purchase Orders over the TINA dollar threshold.
  • U.S. Person (U.S. citizen, permanent resident, refugee, or asylee) or eligible to obtain necessary export authorizations.

Preferred Qualifications

  • Master’s degree in supply chain, business, engineering, or a related field.
  • Experience working proactively with cross-functional teams to resolve supplier issues and internal process challenges.
  • Experience managing a high-volume procurement desk with POs over the TINA threshold.
  • SAP-based environment experience.
  • Experience with technical requirements of procured hardware and services, including Statement of Work (SOW), build-to-spec, and build-to-print procurements.
  • Experience implementing/executing supplier recovery efforts and running supplier calls.
  • Experience with executing FFP and Cost Plus Fixed Fee contracts.
  • Familiarity with the International Traffic in Arms Regulations (ITAR).
  • Demonstrated knowledge/compliance with Federal Acquisition Regulations (FAR/DFARS).
  • Experience leading onsite supplier reviews.

Pay

The salary range for this role is $86,800 – $165,200 USD. The range is a good-faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including role, function, responsibilities, work experience, location, education/training, and key skills.
