Primary Care / Rural Health Grant Monitor

About the role

The Community Health Access section is looking for a Primary Care/Rural Health Coordinator to manage grant funding for these activities and to supervise a small, dedicated team to connect Kansans and healthcare providers to grant funding, technical assistance, and population health specific programs.

Responsibilities

• Serve as the Primary Care/Rural Health (PC/RH) Grant Monitor for approximately $3M in federal and $21.5M in state Aid to Local funding annually.
• Oversee grant applications, budgets, deliverables, and reporting with a focus on population health management, rural EMS system performance, and workforce recruitment and retention to improve healthcare access in Kansas.
• Manage day-to-day operations and team oversight for at least five Health Resources and Services Administration (HRSA) grants, including the State Office of Rural Health (SORH), Kansas Primary Care Office (PCO), Small Rural Hospital Improvement Program (SHIP), State Loan Repayment Program (SLRP), and the Medicare Rural Hospital Flexibility (Flex) Program, as well as the J-1 Visa Waiver Program and other federal grants.
• Ensure timely expenditure of federal funds and represent programs at regional and national conferences as required.
• Supervise the Grant Program Analyst responsible for data collection for all PC/RH grants and CBPCC grantees, including Health Professional Shortage Areas designation data for the state.
• Supervise two Analyst positions responsible for J1 Visa and SLRP application and service obligation management and Flex and SHIP quality initiatives and contracted activities.
• Supervise a Program Associate who maintains the documentation and licensure verification for the Charitable Health Care Provider Program and performs the administrative functions of the PC/RH unit.
• Maintain outreach plan and initiatives to conduct provider outreach and serve as a resource hub.
• Oversee compliance with five federal grant programs, ensuring alignment with applicable statutes, regulations, and policy changes.
• Develop KDHE audit policies and standards and monitor contracts supporting rural health and primary care initiatives.
• Conduct financial and performance audits to ensure compliance with federal, state, and KDHE requirements.
• Prepare audit reports with findings and recommendations, supported by detailed work papers.

Qualifications

• Licensing & Certification: Valid Driver's License - Incumbent is required to have and maintain a valid driver's license when operating a state vehicle, a private vehicle, or a rental vehicle for the benefit of the State.
• Education: Bachelor's degree in Health Admin, Public Health or related field and One year of experience in planning, organizing and managing the work of a department, program or agency. Education may be substituted for experience as determined relevant by the agency.
• Preferred Qualifications: Masters degree in Health Admin, Public Health or related field. Advanced technical writing skills (grant writing). Advanced level of analysis. Grant and fiscal management experience. Skilled in explaining or expressing facts in a clear, convincing and organized manner. Database and spreadsheet management skills. Ability to interact professionally with health care providers and local, state, and federal officials. Policy analysis experience. Supervisory experience. Skilled in analytic software, such as SAS or ArcGIS.
