Prevention Specialist
ICF is seeking a Prevention Specialist to join a team focused on strengthening a prevention-oriented, compliance-focused culture across the Office of Refugee Resettlement’s care provider network. This role supports the Prevention of Sexual Abuse project by conducting compliance audits and providing technical assistance to ORR’s provider community. The position is initially for six months with potential for extension based on project needs, funding, and organizational requirements.
About the Role
The Prevention Specialist will be part of a team of prevention experts analyzing data to inform system improvements and create a culture of safety focused on preventing child abuse and neglect. The role involves assessing protocols, practices, and workforce behaviors across approximately 150 care provider programs to recommend strategies for improving safety and preventing abuse.
Responsibilities
- Serve as the principal technical workforce conducting provider- and system-level assessment, data analysis, policy-to-practice translation, tool development, implementation support, and continuous improvement activities.
- Conduct structured assessments of care provider protocols, practices, workforce behaviors, and organizational culture related to child safety and prevention of abuse and neglect.
- Review and analyze serious incident reports, monitoring findings, audit results, compliance data, risk indicators, and provider performance metrics.
- Identify patterns, trends, systemic vulnerabilities, contributing factors, and promising practices across providers and the broader care network.
- Perform qualitative analyses of provider practices, organizational conditions, supervision approaches, and operational processes affecting prevention culture.
- Support development and application of assessment methodologies, indicators, scoring approaches, interview protocols, and review instruments.
- Translate PSA, clinical, and child-safety requirements into actionable provider expectations, practice guidance, and implementation frameworks.
- Develop recommendations for addressing systemic risks and strengthening prevention practices at provider and network levels.
- Design and refine standardized prevention tools, templates, checklists, job aids, reporting mechanisms, and implementation resources.
- Create content and technical inputs for prevention-focused training and communications on trauma-informed care, compliance, and prevention principles.
- Support delivery of training, technical assistance, and system-level implementation activities.
- Collaborate with providers and ORR stakeholders to identify implementation barriers and develop practical approaches for integrating prevention into daily workflows.
- Support collection, aggregation, validation, and interpretation of provider performance and prevention-related data.
- Track implementation progress, corrective actions, and assess the impact of prevention interventions.
- Prepare provider-level and system-level analyses, reports, briefing materials, and decision-support products.
- Participate in quality-planning activities to move findings through a recurring cycle of identify, analyze, prioritize, intervene, monitor, and improve.
- Collaborate with clinical and programmatic subject matter experts to incorporate specialized expertise into system-level analyses.
- Facilitate working sessions with ORR offices, stakeholders, and provider representatives to promote consistent interpretation and application of prevention practices.
- Identify opportunities to standardize practices and reduce unnecessary variation across the provider network.
- Document promising practices and lessons learned for scaling or incorporating into network-wide tools, guidance, and training.
- Escalate significant or emerging systemic safety concerns to the Manager and support development of recommended ORR responses.
Requirements
- Minimum of 5 years’ experience working with child welfare populations, including congregate care settings, to improve quality and safety.
- Master’s degree in social work or related field (bachelor’s degree plus 10 years of relevant experience may be substituted).
- Minimum of 3 years’ experience working with immigrating children and families.
- Ability to obtain and maintain a Public Trust Clearance.
Preferred Skills
- Knowledge of migrant/refugee issues, particularly related to children.
- Experience working for a refugee program.
- Prior work experience in a consulting environment.

Pay
The pay range for this full-time position is $81,499.00 - $138,549.00. Final pay is determined by relevant work experience, skills, certifications, geographic location, education, and contract provisions.
