Presolicitation- Fci Safford- Install Carbon Monoxide Detection System

This is a pre-solicitation notice for a proposed firm-fixed-price commercial supply/service and construction contract with the Federal Bureau of Prisons (FBOP) for the installation of a carbon monoxide detection system at the Federal Correctional Institution (FCI) Safford in Safford, Arizona.

About the Project

The requirement includes all labor, materials, equipment, tools, supervision, and warranties necessary to install a carbon monoxide (CO) detection system. The system must be fully interfaced with the existing fire detection and alarm system (FDAS) in compliance with applicable codes and standards, including the latest editions of the International Building Code, NFPA, Life Safety Code, OSHA, and American Correctional Association Standards.

The contractor must design and install CO detectors compatible with the existing Edwards EST3 fire alarm system (installed in 2022). All items must meet or exceed specifications provided in the forthcoming Request for Quotations (RFQ).

Responsibilities

• Design, supply, installation, integration, testing, and commissioning of a carbon monoxide detection system.
• Ensure compatibility with the existing Edwards EST3 fire alarm system.
• Comply with all applicable local, state, and federal codes, including NFPA, OSHA, and American Correctional Association Standards.
• Provide all necessary labor, materials, equipment, tools, supervision, and warranties.
• Submit proof of competency, certifications, or documented experience upon request by the Contracting Officer (CO) or Contracting Officer’s Representative (COR).

Requirements

• Contractors and subcontractors must hold valid and current contracting licenses.
• Must be registered in SAM.gov as a small business (per FAR provision 52.219-1).
• Business size metrics must meet the NAICS code 238210 size standard (Electrical Contractors and Other Wiring Installation Contractors).
• All work and materials must comply with relevant regulations and codes.

Location and Timeline

Delivery and installation will take place at FCI Safford, 1529 W. US HWY 366, Safford, AZ 85546.

Quotations will be solicited directly from at least three sources. The anticipated award date is August 18, 2026, with a response deadline of August 14, 2026.
