This role

This role leads statewide public health and emergency preparedness programs. It oversees public health consultants and planning staff, manages preparedness grants, collaborates with health partners, and ensures Ohio's readiness for emergencies.

Key Responsibilities

  • Provide technical assistance to hospitals, local health departments, and internal ODH offices.
  • Manage Public Health Emergency Preparedness (PHEP), ASPR, Crisis NOFO, and other preparedness-related funding.
  • Develop grant-related policies and financial guidance.
  • Prepare documentation and submit federal grant applications.
  • Develop grant solicitations and evaluate/review applications.
  • Maintain ODH budgets aligned with grant requirements.
  • Oversee administrative procedures, training schedules, and staff tracking.
  • Develop administrative preparedness plans, training, and exercises with federal, state, regional, and local partners.
  • Lead planning, evaluation, training, and performance improvement activities.
  • Track and evaluate program data; provide recommendations to BHP leadership.
  • Supervise, train, and develop staff, lead recruitment, onboarding, scheduling, and performance management.
  • Identify emerging issues and recommend solutions.

Qualifications

  • 2 years of relevant experience or 2 years of experience in assigned program areas (emergency management, natural resources, environmental science, community planning, public or business administration).
  • 4 years of relevant experience or 4 years of experience in disaster services & emergency operations.
  • Must be able to provide own transportation.
  • Equivalent of minimum class qualifications noted above.
