Preconstruction Manager (Water/Wastewater)

Clark’s Estimating/Preconstruction Department prepares budgets and bids for all projects and provides continuous preconstruction support for awarded projects in development. The team compiles qualified bidders lists, issues invitations, solicits bids, prepares detailed estimates, quantifies labor and materials, receives and reviews bids, and develops total project costs. This role is key to promoting creative, innovative solutions to construction challenges and securing profitable work.

Responsibilities

• Maintain high standards of professionalism and ethical behavior when representing the Company
• Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects
• Lead or perform portions of estimates for multi-discipline projects, including understanding scope and performing accurate quantity surveys
• Supervise and train other estimators in your primary area of expertise
• Solicit Subcontractor and/or Vendor quotes and evaluate them for scope and qualifications
• Lead meetings with Subcontractors to develop complete scopes and discuss strategy
• Perform risk and contract management responsibilities as required on bids
• Assist in developing a strategy to achieve minority participation requirements
• Review total estimate to ensure accuracy and completeness prior to formal quotation
• Monitor comparison of estimated costs to actual costs
• Research and promote continuous improvement in developing more efficient estimating methods
• Examine construction sites and observe unusual or challenging conditions

Requirements

• 5-10+ years of estimating and cost control related experience
• Undergraduate degree in engineering, construction management, a related discipline, or relevant work experience
• Ability to either lead or be part of a team for multiple projects and pursuits at any given time
• Knowledge of On-Screen Takeoff, Microsoft Excel, and Bluebeam software
• Strong organizational and time management skills with the ability to multi-task
• Detail-oriented, technically sound, and good communication skills
• Familiarity with conceptual, detailed, and self-perform estimating
• Knowledge and experience with the local subcontractor market is a plus

Work Environment

The role is active and hands-on, requiring frequent movement on job sites with uneven terrain, stairs, ladders, and hoists. Physical demands include bending, kneeling, reaching, and lifting/carrying materials up to 25 pounds (occasionally up to 50 pounds). Effective communication and visual acuity for reading plans and inspecting work are essential. The role also includes desk time for computer work, document review, and meetings.

You’ll spend significant time on active construction sites, adapting to various weather conditions, moderate to loud noise levels, elevated or confined work areas, and moving mechanical equipment. Office time is spent in a typical setting with moderate noise levels. Safety is a priority, and adherence to Clark Construction’s safety policies and applicable laws is required.

Pay

Base salary range: $85,000 - $185,000. Compensation may vary based on education, experience, skills, and geographic location. Base pay is part of a total compensation package.
