Preconstruction Manager

About the role

The Estimating/Preconstruction Department prepares budgets and bids for all Clark projects and provides continuous preconstruction support for awarded projects in the development phase. This role involves compiling qualified bidders lists, issuing invitations, soliciting bids, preparing estimates, quantifying labor and materials, reviewing bids, and developing total project costs. You will help drive creative, innovative solutions to construction challenges and contribute to winning profitable work.

Responsibilities

  • Maintain high standards of professionalism and ethical behavior when representing the Company
  • Analyze drawings, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for projects
  • Lead or perform portions of estimates for multi-discipline projects, including understanding scope and performing accurate quantity surveys
  • Supervise and train other estimators in your primary area of expertise
  • Solicit Subcontractor and/or Vendor quotes and evaluate them for scope and qualifications
  • Lead meetings with Subcontractors to develop complete scopes and discuss strategy
  • Perform risk and contract management responsibilities as required on bids
  • Assist in developing a strategy to achieve minority participation requirements
  • Review total estimate to ensure accuracy and completeness prior to formal quotation
  • Monitor comparison of estimated costs to actual costs
  • Research and promote continuous improvement in developing more efficient estimating methods
  • Examine construction sites and observe unusual or challenging conditions

Requirements

  • 5-10+ years of estimating and cost control related experience
  • Undergraduate degree in engineering, construction management, a related discipline, or relevant work experience
  • Ability to lead or be part of a team for multiple projects and pursuits simultaneously
  • Proficiency in On-Screen Takeoff, Microsoft Excel, and Bluebeam software
  • Strong organizational and time management skills with the ability to multi-task
  • Detail-oriented, technically sound, and strong communication skills
  • Familiarity with conceptual, detailed, and self-perform estimating
  • Knowledge and experience with the local subcontractor market (a plus)

Work Environment

The role primarily involves desk work, including collaboration, data analysis, and detailed computer tasks. You should be comfortable with prolonged periods of focused work, effective communication, and sharp visual acuity. The position requires occasional movement throughout the office, travel to construction sites, and the ability to lift up to 10 pounds regularly (and up to 25 pounds occasionally).

Your primary workspace is a professional office with quiet-to-moderate noise levels. You may also visit active construction sites, which can involve outdoor weather conditions, louder noise, and moving equipment. Safety protocols must be followed at all times.

Pay

For this role, the base salary range is $75,000–$175,000. Compensation may vary based on education, experience, skills, and geographic location. Base pay is part of a total compensation package.
