Portfolio Research Analyst
About the role
This full-time Research Analyst, GG-0343-13 position is located at the Concepts, Development, and Management Office (CDM) within the National Capital Region, Fairfax, VA. In this position, you will serve as a Research Analyst for the Office of Commercial and Economic Analysis (OCEA), established in direct support of the analytic and advisory mission led by the Director of Portfolio Management, reporting to HQ USAF, within one of several sectors or technology-focused portfolios. This is a dynamic "player-coach" role supporting budgeting, forecasting, and contract management.
Responsibilities
- Align funding with Department of the Air Force (DAF), Secretary of the Air Force/Office of Competitive Activities (SAF/OC), and OCEA goals
- Provide relevant and timely research that identifies potential intersections across commercial and military interest to illuminate market size, growth, value drivers, segments (often by customer type, technology, or use), sensitivities, and trajectory within existing and planned market segments
- Communicate what the commercial focus of the market is today and into the future
- Work in a sensitive politico-commercial military environment, quickly grasp the gravity of any given situation, formulate plausible solutions, and present ideas to senior-level management
- Plan, understand, and develop relationships and guidance to anticipate and prepare materials required to respond to communications from external activities
- Maintain specific knowledge of the duties and responsibilities of each Directorate to adequately provide organizational situation awareness
- Analyze information and data, assess progress of companies, markets, programs, projects, and processes
- Identify areas needing emphasis, summarize organizational status succinctly to leadership
- Provide guidance and leadership in implementing effective methods to resolve problems, correct deficiencies, evaluate support to management, and assure management objectives are being met
Requirements
- US citizenship required
- Ability to obtain/maintain a Top Secret/SCI Clearance
- This is a designated drug testing position
- Mobility is a condition of employment – employee must sign an Air Force-wide mobility agreement
- Depending on the type of position selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
- Comprehensive knowledge of DAF and DoD organizations, policies, and directives
- Ability to analyze information and data, assess progress, and identify areas needing emphasis
- Innate ability to quickly grasp complex situations and formulate plausible solutions
- Ability to present ideas to and discuss matters with senior-level management

Pay
Salary Range: $121,000 – 138,000. Relocation and recruitment incentives may be available based on eligibility.
This position is a Defense Civilian Intelligence Personnel System (DCIPS) position aligned under authorities of Section 1601, Chapter 83 of Title 10, United States Code and DoD Instruction 1400.25-V2007.
