Policy Analyst
The New York City Taxi and Limousine Commission (TLC) regulates for-hire transportation in New York City, including taxis, street hail liveries, high-volume for-hire services (e.g., Uber, Lyft), black cars, luxury limousines, livery vehicles, commuter vans, and paratransit vehicles. TLC oversees a transportation ecosystem serving nearly 1 million riders daily, with approximately 180,000 licensed drivers, 1,000 businesses, and 115,000 vehicles, including the iconic yellow taxi. The agency is focused on dignity, accountability, and collaboration across the for-hire vehicle sector, addressing labor, technology, and transportation planning challenges.
About the role
The Policy Analyst will join the Policy Research Unit within the Policy and External Affairs Division. The Unit reviews, monitors, evaluates, and implements policies affecting the for-hire transportation industry and the communities it serves. Recent priorities include algorithmic pricing and wage-setting, automated vehicle safety, workforce impacts, curb management, and congestion mitigation.
Responsibilities
- Conduct policy and data research and analysis.
- Draft policy recommendations, memos, and reports, and present findings to senior staff and external stakeholders.
- Analyze data related to industry, mobility, and labor trends.
- Perform qualitative research through stakeholder engagement.
- Track legislative, technological, and industry developments in New York and other jurisdictions.
- Represent the division and agency in meetings with stakeholders and other City agencies.
Qualifications
- A baccalaureate degree from an accredited college and two years of experience in community work or community-centered activities related to the duties described; or
- High school graduation or equivalent and six years of experience in community work or community-centered activities related to the duties described; or
- Education and/or experience equivalent to the above, with at least one year of qualifying experience.
