Police Sergeant

Our mission is to ensure the physical, operational and financial integrity of the regional flood risk management system in southeastern Louisiana as a defense against floods and storm surge from hurricanes. We accomplish this mission by working with local, regional, state and federal partners to plan, design, construct, operate and maintain projects that will reduce the probability and risk of flooding for the residents and businesses within our jurisdiction.

About the role

The incumbent in this position provides a full range of police services for the Orleans Levee District by enforcing federal, state, and local laws through active mobile and/or foot patrols. The Police Sergeant supervises police officers on their assigned watch. Supervision is provided by a police official of a higher level, such as a Police Lieutenant and/or Police Captain. The jurisdictional area includes Jefferson Parish, New Orleans, and St. Bernard parishes on the East Bank under the Southeast Louisiana Flood Protection Authority-East (SLFPA-E).

Responsibilities

• Protects life and property, with an emphasis on law enforcement, crime prevention, crime and accident investigation, and arranging emergency services.
• Patrols an assigned area on foot or in a vehicle to detect and prevent crime.
• Inspects and reports on the condition of 192 miles of earthen levees and floodwalls, 1,400 acres of levee turf maintenance area, 200 land-based floodgates and 6 navigational floodgates, 3 permanent canal closures and pumps, and various valves along the levee system.
• Responds to complaints/requests for law enforcement assistance.
• Investigates disturbances, suspicious activities, and crimes; intervenes in situations, using force if necessary to restore order, prevent interference with normal operations, or protect life and property.
• Makes arrests if necessary; interviews witnesses; identifies, collects, and preserves evidence.
• Transports offenders to Central Lockup or turns them over to the appropriate authority; completes all related incident reports.
• Assigns patrol duties to Police Officers 2 and 3 and completes all records and reports related to law enforcement activities for the shift, including activity sheets, radio logs, time and attendance reports, daily folder checklist report, accident reports, etc., and provides them to the Police Lieutenant for review.
• Handles complaints regarding subordinates, relaying information to supervisory personnel for review and determination of action to be taken.
• Escorts SLFPA-E staff, trucks, and equipment to other parishes requiring assistance with flood protection or levee repair/reinforcement.
• Provides security for SLFPA-E’s emergency repair/maintenance and repair crews during hurricanes or other events that could lead to flooding.
• Ensures that only authorized individuals have access to restricted areas.

Requirements

• Three years of law enforcement experience.
• Experience substitution: Every 30 semester hours earned from an accredited college or university will substitute for one year of the required experience (maximum substitution of 60 semester hours for two years of experience).
• Must be at least 18 years of age.
• Possession of a current Louisiana driver's license.
• Possession of an active Peace Officer Standards and Training (POST) certification may be required.
• Applicants who have been convicted of a felony or who are under indictment on a felony charge will be disqualified until relief from the disabilities imposed by state and federal laws is granted.
• Applicants must have Civil Service test scores for 2100-Protective Services Exam (PSE) to be considered for this vacancy unless exempted by Civil Service rules or policy (e.g., possession of a Louisiana POST certification).

This appointment type can be filled as Probational, Promotional, Lateral Transfer, Detail to Special Duty, or Job Appointment. This position does not participate in a Career Progression Group.

The Orleans Levee District is an emergency-oriented agency. During Mississippi River flooding and hurricane/tropical storm events, the incumbent will be on call and must report for duty if required, remaining on duty until released by the Appointing Authority.
