About the role

To assist with:

  • Preparation of regulatory reports and correspondence letters;
  • Permitting process for landfills in regards to landfill gas, leachate, groundwater and NPDES related issues which may include the preparation of appropriate design plans, studies, reports and data analysis;
  • Research project requirements, determining scope, developing plans and specifications, preparing requests for proposals and quotes, and other contract documents for a variety of landfill engineering projects;
  • Congstruction management and inspection of assigned projects, including surveying to ensure conformance with contract plans and specifications;
  • Preparation of engineering calculations and reports for use in accounting budgeting and long range environmental projects;
  • Project management of the Gas-to-Energy facility by evaluating power output, emissions data, scheduling/un-scheduling power and checking that the Contractor is operating & maintaining the facility to the requirements stated in the contract;
  • Training and supervision of Engineering Technicians and Engineering Aides;
  • Evaluating and assessing landfill gas, leachate, and air/water quality data to formulate realistic and economic corrective actions or to conduct repairs and modifications to existing remediation systems;
  • Research, study and test remediation systems and become proficient in all aspects of their operations;
  • Making technical engineering decisions and establishing technical criteria and standards of a specialized nature in connection with NPDES, groundwater/air quality monitoring and remediation systems;
  • Utilizing and directing the use of monitoring and testing equipment.

    Responsibilities

    To perform professional engineering work not requiring registration as a Civil Engineer; identify and interpret technical and numerical information; observe and solve operational situations, explain regulations and procedures to consultants, contractors and representatives of other public agencies and/or other County staff; prepare and check engineering plans and specifications, engineering reports and studies; analyze situations quickly and objectively and to determine proper course of action; use modern office equipment, manual and computer aided drafting equipment and basic surveying equipment; establish and maintain effective working relationships, communicate clearly and concisely, both orally and in writing.

    Requirements

    Graduation from an accredited college with a bachelor's degree in Civil or Environmental Engineering and possession of a valid Engineer-In-Training certificate.

    Qualifications

    Knowledge of: The basic principles and practices of civil engineering as applied to the planning, design, construction and inspection of public works facilities, landfills, and environmental systems; technical and graphic report preparation; English usage, spelling, punctuation and grammar; modern office procedures, methods and computer equipment including word processing, spreadsheet and computer-aided-design (CAD) software; general principals of risk management and safe work practices.
